At present, the task of ETC is to speed up the construction and improvement of expressway toll collection system. According to the technical route of realizing fast electronic toll collection without stopping, supplemented by the integrated application of license plate image recognition and various payment methods, the overall technical scheme, engineering construction scheme, operation service rules and network security protection system are formulated and released (the Ministry of Transport is responsible for it, which will be completed before the end of May, 20 19). Promote the upgrading of central and local operation management systems, standardize the construction and transformation of software and hardware of toll stations, toll lanes and electronic toll collection system (ETC) portals, and strengthen system network security. Conduct system debugging and testing, and basically meet the system switching conditions. Switch between the old and new systems in a timely manner, and basically cancel the provincial toll stations of national highways. Expand service functions and encourage the application of ETC (led by the Ministry of Transport) in car-related places such as parking lots. Accelerate the free installation of ETC vehicle-mounted equipment in existing vehicles. Organize distribution units to carry out internet distribution, appointment installation and door-to-door installation services. Relying on commercial bank outlets, automobile main engine factories, 4S shops, expressway service areas, toll station entrance squares and other places where vehicles are concentrated, more installation outlets will be added to facilitate the public to install them nearby and conveniently for free.
