Chapter eight? Exchanges with foreign military personnel

Article 99? When communicating with foreigners, military units and personnel must abide by the law, maintain a good image, and resolutely safeguard the interests of the state and the military.

Article 100? To carry out the activities of building socialist spiritual civilization and national defense education by the army and the people, the units above the brigade (regiment) level shall contact the relevant local units to determine, and the specific activities shall be organized and implemented in accordance with the relevant provisions. It is not allowed to organize visits to important equipment and military facilities without authorization, and it is not allowed to use equipment and soldiers without authorization.

Article 101? Military personnel participating in local social organizations and their activities must be approved by units with examination and approval authority. After participating in the activities, it shall promptly report to the leaders and relevant departments.

Soldiers are not allowed to contact illegal organizations, illegal publications and relevant personnel in society, organize or participate in folk groups such as fellow villagers' associations, alumni associations and comrades-in-arms associations, and are not allowed to express their opinions in local academic activities without authorization.

Article 102? Military personnel who need to print business cards for work must be approved by units above the brigade level and registered for the record.

Military business cards shall not be printed with military numbers or other contents involving military secrets.

Article 103? Only with the approval of units at or above the corps level can military units and personnel participate in non-profit literary, artistic and sports competitions organized by local organizations. It is not allowed to wear military uniforms to participate in competitions in the name of individuals, and it is not allowed to disclose the military number and code. Military units and personnel are not allowed to participate in beauty contests, model competitions, entertainment programs and other activities organized by local organizations.

Article 104? Soldiers are not allowed to accept banquets and gifts that have an impact on their work, and they are not allowed to participate in ribbon-cutting and celebration activities of local NGOs.

Military units responsible for welcoming foreigners should be strictly organized; Do not change the protocol specification, demonstration course, queue action and operation specification without authorization, and do not organize or invite irrelevant personnel to observe; Soldiers are not allowed to take photos and videos without authorization during the observation.

Article 109? Military units and personnel participating in Sino-foreign joint military exercises shall not go to foreign military camps without authorization, shall not invite foreign military personnel to visit our military camps, shall not organize banquets, and shall not contact and establish contacts with foreign military personnel without authorization.

Article 1 10? Military units and personnel should strictly enforce the discipline of news interview and may not accept media interviews without authorization; When approving the interview, it shall not exceed the prescribed content and scope.

Article 1 1 1? Without authorization, soldiers are not allowed to communicate with people outside the country (territory). Those who are approved to communicate with people outside the country (territory) shall strictly abide by the relevant provisions of the state and the army. Personnel who perform military diplomacy and other tasks outside the country (territory) should also respect the religion and customs of the country (region) where they are located.

When carrying out non-war military operations, military units and personnel shall strictly abide by mass discipline, respect local people's governments and local customs and habits, safeguard the interests of the masses, and shall not accept gifts from local people's governments and the masses without authorization.

Article 1 13? When organizing soldiers to participate in social welfare activities, military units should proceed from reality, respect the wishes of officers and men, and may not infringe on the legitimate rights and interests of officers and men on the grounds of social welfare.

Soldiers should consciously resist the erosion of harmful information, not listen to and watch radio, television and online programs with political problems outside the country (territory), not engage in marriage, job hunting and making friends in the mass media, not log on to illegal websites, not fabricate and spread information such as political rumors with political problems, not fabricate and spread information that endangers public safety and violates social morality, and not engage in activities that violate laws and disciplines and damage the image of soldiers by using online platforms.

Article 1 15? Soldiers are not allowed to have improper and unnecessary contact with local personnel, and are not allowed to participate in unhealthy consumption and entertainment activities.
