(hereinafter referred to as Southern Bulk Agricultural Products Exchange), these Measures are formulated in accordance with the Articles of Association of Changsha Southern Bulk Agricultural Products Exchange and relevant laws and regulations.
Article 2 These Measures shall apply to authorized service institutions and their employees.
Article 3 An authorized service institution refers to an enterprise legal person or other economic organization that engages in authorized business within the scope authorized by the Southern Agricultural Products Exchange upon examination and approval according to the relevant regulations of the Southern Agricultural Products Exchange.
Article 4 The authorized service institutions of the Southern Commodity Agricultural Products Exchange are the only authorized service institutions in the region.
Regional exclusive authorized service institutions, that is, authorized by the Southern Agricultural Products Exchange, provide traders and investors with city-wide marketing and trading services of all varieties signed and listed by the Southern Agricultural Products Exchange; Southern bulk agricultural products exchange has only one authorized service organization in prefecture-level cities (note: according to market share, the number of authorized service organizations that Southern bulk agricultural products exchange can set up in prefecture-level cities does not exceed the number of administrative divisions); Authorized service institutions have the right to set up multiple subordinate institutions within the jurisdiction of this Municipality;

Article 7 The business scope that an authorized service institution can engage in.
(1) Acting as an agent for the Southern Commodity Agricultural Products Exchange to explore the market;
(two) to assist dealers to go through the formalities of entering the market of Southern Commodity Agricultural Products Exchange;
(3) Acting as an agent for Southern Commodity Agricultural Products Exchange to provide trading training for traders;
(4) Acting as an agent for the Southern Commodity Exchange to promote traded commodities;
(5) Providing information services for traders (including but not limited to written/electronic documents and notices such as delivery statements and delivery notices);
(6) Other matters entrusted in writing by the Southern Commodity Agricultural Products Exchange.
Article 8 It is strictly forbidden to authorize service agencies to carry out the following acts
(a) engaged in business in trading agent;
(2) engaging in illegal fund-raising and other activities;
(3) divulging the trading information of traders and using the information of traders to make profits;
(four) to engage in activities unrelated to the market development of the Southern Agricultural Products Exchange and the service of traders.
Article 9 An authorized service institution shall control the risks of traders' trading behavior.
As an authorized service institution for market development of the Southern Commodity Agricultural Products Exchange, the authorized service institution shall assist the Southern Commodity Agricultural Products Exchange in risk control of the trading behavior of the traders it develops, as follows:
(a) Be obliged to check the trading position and margin of its development dealers every day;
(2) Contact the dealers with insufficient margin on that day (N day) and urge them to add margin;
(3) If the dealer fails to make up the margin difference or take self-transfer measures according to the trading rules before the time specified by the exchange on the next trading day (N+ 1), the authorized service institution shall report the specific situation to the Southern Commodity and Agricultural Products Exchange;
(4) In case of unexpected or abnormal events, the authorized service institution shall assist the Southern Agricultural Products Exchange in explaining the development traders.
Article 10 Requirements for the business premises of authorized service institutions
(1) site selection requirements
The business premises shall be located in the concentrated areas of related industries, related product markets or concentrated areas of financial institutions.
(2) Appearance requirements of office space
The office space should be set in a place with good ventilation and lighting conditions and eye-catching location. The bronze medal of "Authorized Service Organization of Southern Agricultural Products Exchange" in a unified format is hung on the outer wall of the entrance.
(three) the office space requires an indoor usable area of at least 200 square meters, which can be gradually expanded with the increase of the number of customers.
Article 11 The staffing of an authorized service institution shall at least meet the following requirements

(2) 2-3 full-time staff familiar with spot trading business in related industries;
(3) 1-2 Market transaction risk control personnel who are familiar with the exchange business;
(4) 1-2 customer service staff;
(5) 1-2 financial settlement personnel;

Article 12 Qualification requirements for employees of authorized service institutions
(1) Having a junior college degree or above in economics, finance and agriculture;
(2) Having experience in securities, futures, insurance, banking and other financial industries;
(3) Familiar with the product trade patterns of related industries;
(four) familiar with the relevant business of the Southern Agricultural Products Exchange, with good language skills and corresponding knowledge of investment and financial management;
(five) strong affinity, honesty and trustworthiness, with good professional ethics.
Thirteenth authorized service institutions shall pay the following fees to the Southern Commodity Agricultural Products Exchange:
(1) One-time fee for joining an authorized service organization: 200,000 yuan;
(2) The annual seat fee of the authorized service institution is 30,000 yuan/year;
(3) The transaction ownership of bulk agricultural products in South China will adjust the relevant fees according to the situation.
Remarks: The top 60 players are exempt from joining fee and one-year seat fee.
Article 14 In order to promote the orderly development and moderate competition of authorized service institutions and protect the reasonable interests of authorized service institutions, the Southern Commodity Agricultural Products Exchange shall protect developed authorized service institutions in a reasonable regional layout. The basic principles of layout are as follows:
(1) According to the level of authorized service organizations, if the region exclusively authorizes service organizations, the Southern Agricultural Commodity Exchange in the region will only develop 1 authorized service organizations;
(2) In areas with particularly developed economies, the authorized service institutions developed by the Southern Commodity Agricultural Products Exchange shall not exceed the number of areas at most;
(3) The regional protection period is 1 year. If the performance of the authorized service institution is poor and the minimum task index of the Southern Commodity Agricultural Exchange cannot be completed for three consecutive months, the Southern Commodity Agricultural Exchange may set up another authorized service institution.
Fifteenth authorized service institutions performance appraisal requirements
In order to promote the rapid and healthy development of authorized service institutions and encourage moderate competition, Southern Bulk Agricultural Products Exchange will formulate corresponding assessment standards in different periods according to different actual conditions, regularly assess the market development performance of authorized service institutions, reward authorized service institutions with excellent performance and Southern Bulk Agricultural Products Exchange, and require authorized service institutions with unsatisfactory performance to transfer their qualifications as authorized service institutions within a time limit. If the transfer is not completed within the time limit, the Southern Commodity Agricultural Products Exchange will revoke its qualification as an authorized service institution.
Sixteenth approved, the qualification of authorized service agencies can be transferred. It is forbidden to transfer the qualification of authorized service institutions or trading seats privately by means of contracting, leasing or mortgage. (1) The transferor submits a written application for transfer to the Southern Commodity Agricultural Products Exchange; The transferee shall submit the relevant application materials required in Article 6 to the Southern Commodity Agricultural Products Exchange.
(2) After receiving the application materials, Southern Commodity and Agricultural Products Exchange will examine the qualifications of the transferee and give a reply within 10 working days.
(3) After being approved by the Southern Bulk Agricultural Products Exchange, the transferor and the transferee sign the Agreement on Qualification Transfer of Authorized Service Organizations, and go to the Southern Bulk Agricultural Products Exchange to handle the following matters within 10 working days:
1. The transferor shall settle all creditor's rights and debts in Xiangnan Agricultural Products Exchange;
2. The transferor returns all kinds of bills;
3. The transferor shall hand over the bronze medal of the authorized service institution to the transferee;
4. The transferee signs the legal documents of the authorized service organization in the Southern Commodity Agricultural Products Exchange;
5. Other matters that should be handled according to the provisions of the Southern Commodity Exchange.
(4) The transfer price shall be paid by the transferee to the transferor, and the transfer price shall be determined by the transferor and the transferee through consultation. The joining fee and service fee paid by the transferor according to Article 13 of these Measures shall not be refunded.
(5) The Southern Bulk Agricultural Products Exchange charges the transferor a certain fee for the qualification transfer of authorized service institutions, and the specific measures shall be formulated separately by the Southern Bulk Agricultural Products Exchange.
(6) Southern Commodity Agricultural Products Exchange updates relevant information of authorized service institutions on the website.
Seventeenth authorized service institutions in any of the following circumstances, the qualification of authorized service institutions shall not be transferred:
(a) due to economic disputes, illegal or criminal, the competent authorities to accept the investigation and handling period;
(two) suspected of violating the rules, during the investigation by the Southern Commodity Agricultural Products Exchange;
(3) Having obtained the qualification of an authorized service institution of the Southern Commodity Agricultural Products Exchange for less than one year;
(4) Being disqualified as an authorized service institution by the Southern Commodity and Agricultural Products Exchange;
(5) The debt dispute with the Southern Agricultural Products Exchange has not been resolved.
Article 18 A legal person merging an authorized service institution or a newly established legal person after merging with an authorized service institution, who wants to inherit the qualification of an authorized service institution, must apply to the Southern Bulk Agricultural Products Exchange, and can inherit the qualification of an authorized service institution only after the approval of Hunan Southern Bulk Agricultural Products Exchange. A legal person merged with an authorized service institution or a newly established legal person merged with an authorized service institution shall have priority in obtaining the qualification of an authorized service institution.
Nineteenth authorized service institutions in any of the following circumstances, approved by the Southern Commodity Agricultural Products Exchange, can cancel or withdraw its qualification as an authorized service institution:
(a) serious shortage of funds, personnel and equipment, management confusion, after rectification is invalid;
(two) unauthorized transfer of trading seats, trading seats entrusted to others for management or contracting others to operate;
(three) engaged in illegal trading agency business;
(4) engaging in illegal fund-raising activities;
(5) collecting money from traders other than transaction service fees;
(six) to engage in activities unrelated to the scope of authorized services, and damage the image of the southern bulk agricultural products exchange;
(seven) authorized service agencies to make a profit guarantee or risk commitment to traders;
(8) Failing to conduct risk management on traders in accordance with the provisions of the Southern Commodity Agricultural Products Exchange;
(9) Being required by the Exchange to transfer the qualification of an authorized service institution within the prescribed time limit, but failing to find the transferee within the prescribed time limit.
(10) Failing to trade for three consecutive months without justifiable reasons;
(eleven) other acts that violate the laws, regulations and rules of the state and seriously violate the articles of association and relevant provisions of the Southern Hunan Commodity Agricultural Products Exchange.
Article 20 An authorized service institution shall complete the following procedures within 10 working days after receiving the notice that the Southern Commodity Agricultural Products Exchange cancels its qualification as an authorized service institution:
1. Settle all creditor's rights and debts of Southern Agricultural Products Exchange;
2. Return all kinds of bills, relevant legal documents signed with Southern Commodity Agricultural Products Exchange and bronze medals authorized by authorized service agencies;
3. Other matters that should be handled according to regulations.
If the qualification of an authorized service institution is cancelled, the relevant information of the authorized service institution will be deleted from the website of the Southern Bulk Agricultural Products Exchange, its authorized relationship with the Southern Bulk Agricultural Products Exchange will be suspended, and the seat fee of the authorized service institution paid by the authorized service institution to the Southern Bulk Agricultural Products Exchange will not be refunded.
Article 21 Under any of the following circumstances, an authorized service institution shall submit a written report to the Southern Bulk Agricultural Products Exchange within 10 working days:
(1) Changing its legal representative;
(2) Changes in the total registered capital or equity structure;
(3) Changing its name, domicile, business scope and contact information;
(4) The establishment, merger and closure of branches;
(5) Significant changes have taken place in its operating conditions;

Article 22 An authorized service institution shall make the information true, complete and accurate. False propaganda is not allowed.
Twenty-third authorized service institutions shall, in accordance with the requirements of the Southern Agricultural Products Exchange, participate in various activities organized by the Southern Agricultural Products Exchange and various meetings held by the Southern Agricultural Products Exchange. If it is really impossible to participate for some reason, it shall be reported to the Southern Commodity and Agricultural Products Exchange for approval in advance.
Twenty-fourth matters not covered in these Measures shall be implemented in accordance with the relevant agreements signed by Southern Commodity and Agricultural Products Exchange and authorized service institutions.
