I. Key points of delivery rules
(1) After the closing of the third trading day before the last trading day of rebar and wire futures contracts, the natural person customers hold 0 lots of rebar and wire futures contracts. From the second trading day before the last trading day, the positions of natural person customers in the delivery month will be closed directly by the exchange.
(2) Delivery procedures
1, first delivery date
(1) Buyer declares intention. Within the first delivery date, the buyer submits a letter of intent for the required goods to the exchange. The contents include variety, brand, quantity and the name of the designated delivery warehouse.
(2) The seller shall submit standard warehouse receipts (rebar and wire futures contracts are also allowed to submit factory warehouse standard warehouse receipts). The seller shall, within the first delivery date, submit a valid standard warehouse receipt that has paid the storage fee to the exchange through the standard warehouse receipt management system.
For the relevant provisions of warehouse standard warehouse receipts, please refer to the Measures for Delivery of Warehouse in Designated Steel Works of Shanghai Futures Exchange (Trial).
2. The second delivery date
Exchange allocates standard warehouse receipts. On the second delivery day, the exchange will issue the standard warehouse receipt to the buyer according to the existing resources and the principle of "time first, quantity rounding, nearest matching and overall arrangement". For the standard warehouse receipt that cannot be used for the delivery of the next futures contract, the exchange will distribute it to the buyer according to the proportion of the total delivery in the current month.
3. The third delivery date
(1) Buyer's payment and receipt. The buyer shall deliver the payment to the exchange and obtain the standard warehouse receipt before the third delivery date 14:00.
(2) The seller collects money. The exchange shall pay the payment to the seller before the third delivery date 16:00. In case of special circumstances, the exchange may extend the payment time of delivery payment.
4. The seller shall pay the special VAT invoice on the fourth and fifth delivery days.
(3) Standard warehouse receipts in the physical delivery procedures of the exchange.
The seller's customer authorizes the standard warehouse receipt to handle the physical delivery business for the members of the seller's futures company;
Seller members submit standard warehouse receipts to the exchange;
Exchange distributes standard warehouse receipts to buyer members;
Members of the buyer's futures company distribute the standard warehouse receipt to the buyer's customers.
(4) After the physical delivery of rebar and wire rod is completed, if the buyer disagrees with the quality and quantity of the delivered goods (the disputed delivered goods should be in the designated delivery warehouse), he should submit a written application to the Exchange before 15 of the next month of the physical delivery month (including that day, which will be postponed to the first working day after the holiday in case of legal holidays), and provide each batch of rebar for delivery to the quality supervision and inspection institution designated by the Exchange (designated for rebar and wire rod). Even if the delivery deadline of each batch of rebar and wire rod is earlier than the submission deadline of the quality objection period, if the quality appraisal conclusion of this batch of goods is unqualified, the seller still needs to take full responsibility for the actual quality of this batch of delivery. The above provisions mean that after the final delivery date, if the validity of the warehouse receipt has expired, but the quality objection period has not expired, the buyer still has the right to object to the quantity and quality as long as the goods have not yet left the warehouse. If the goods are identified as unqualified by the quality inspection agency, the seller shall take full responsibility for the actual quality of the delivered goods.
(5) warehousing
The consignor shall apply for warehousing declaration (delivery forecast) before delivering the goods to the designated delivery warehouse.
The contents of warehousing declaration include variety, grade (brand), trademark, quantity, delivery unit, name of designated delivery warehouse, etc. , and provide various documents, etc.
The customer shall entrust a member of the futures company to handle the delivery forecast (warehousing declaration) procedures.
When the storage capacity allows, the Exchange will decide whether to approve the storage within 3 trading days, taking into account the wishes of the client. The owner shall deliver the goods to the delivery warehouse specified in the approved warehousing declaration within the validity period stipulated by the exchange. Goods that are put into storage without the approval of the Exchange or are not put into storage within the prescribed period of validity shall not be used for delivery.
After the goods arrive at the designated delivery warehouse, the designated delivery warehouse shall check the arrival situation and relevant documents in accordance with the relevant regulations of the Exchange. After acceptance, the designated delivery warehouse shall input the warehousing acceptance results into the standard warehouse receipt management system. A member submits an application for making a standard warehouse receipt to the Exchange, and the standard warehouse receipt can be issued only after it is approved by the Exchange.
When the goods arrive at the warehouse for acceptance, the owner shall go to the designated delivery warehouse for inspection; If the consignor fails to inspect the goods in the warehouse, it shall be deemed that the consignor agrees to designate the delivery warehouse for inspection.
When the legal holder of the standard warehouse receipt picks up the goods, the designated warehouse should pick up the goods after checking the standard warehouse receipt. The owner can pick up the goods at the warehouse by himself or entrust the designated warehouse to pick up the goods on his behalf, but when entrusting the designated warehouse to pick up the goods on his behalf, the owner shall go to the warehouse to supervise the delivery. If the owner does not come to the warehouse to supervise the delivery, it will be deemed that the delivery is correct from the designated delivery warehouse.
When the goods are delivered from the designated delivery warehouse, the Standard Warehouse Receipt Delivery Confirmation Form (in duplicate, one for the owner and one for the designated delivery warehouse) shall be filled out in time, and the corresponding standard warehouse receipt shall be stamped with the special arrival seal, paired with the warehouse and properly kept for future reference.
Second, the delivery of rebar
Article 1 Delivery unit: 300 tons.

Article 3 Quality provisions for delivery of steel bars
The delivered steel bars shall be registered commodities produced by factories registered in the exchange.
The shape, size, weight and allowable deviation of delivered steel bars shall conform to the national standard GB 1499.2-2007 "Steel for Reinforced Concrete Part 2: Hot Rolled Ribbed Steel Bars".
The validity period of each batch of delivered rebar is within 90 days from the date of production, and warehouse receipts can only be made after entering the designated delivery warehouse within 30 days from the date of production. The specific operation of this paragraph is based on the relevant provisions of Article 10 of the Detailed Rules for Delivery of Shanghai Futures Exchange. Before the consignor delivers the goods to the designated delivery warehouse, it shall entrust the members of the futures company to go through the formalities of warehousing declaration (delivery forecast). Therefore, in the process of generating standard warehouse receipts, the owner must entrust members to submit warehousing declarations through the standard warehouse receipt management system within 30 days from the date of commodity production, and deliver the commodities to the delivery warehouse futures stack designated by the exchange. After the warehouse checks the goods and documents and inputs the acceptance results into the warehouse receipt system, members shall submit an application for making warehouse receipts to the exchange through the warehouse receipt system in time. The length of steel bars designated for delivery to the warehouse is 9 meters, and the length is 12 meters.
Article 4 Packaging and Stacking of Delivery Reinforcement
The packaging, marks and quality certificates of delivered steel bars shall comply with GB 1499.2-2007 Steel for Reinforced Concrete Part 2: Hot Rolled Ribbed Steel Bars.
The steel bars of each warehouse receipt shall consist of goods produced by the same manufacturer, with the same brand, registered trademark, same nominal diameter and same length, and the production date of the steel bars constituting each warehouse receipt shall not exceed two consecutive days, with the earliest date as the production date of the warehouse receipt.
The object of each delivery steel warehouse receipt shall be stacked as a stacking position. Article 5 The necessary documents for commodity delivery shall provide the product quality certificate issued by the registered production enterprise.
Article 6 Measurement and Overflow
The delivered reinforcement shall be measured by actual weighing. The physical overflow of each rebar standard warehouse receipt shall not exceed 3%, and the physical overflow of the increase or decrease clause shall not exceed 0.3%.
Article 7 During the delivery period, if the standard warehouse receipt, special VAT invoice, payment for goods and other delivery items are completed before 14:00 on the same day, the Exchange will refund the corresponding delivery position deposit on the same day. If the transaction is made after 14:00 on the same day, the exchange will clear the margin of the delivery position on the next trading day.
Article 8 Delivery place: delivery warehouses and factories designated by the Exchange (designated by the Exchange and announced separately).
