National standards are divided into mandatory standards and recommended standards, while industry standards and local standards are recommended standards.

Mandatory standards must be implemented. The state encourages the adoption of recommended standards. The technical requirements of recommended national standards, industry standards, local standards, group standards and enterprise standards shall not be lower than the mandatory national standards. The state encourages social organizations and enterprises to formulate group standards and enterprise standards that are higher than the relevant technical requirements of recommended standards.

Important changes in the new national standard include:

1) Scope of application

It is clear that the new standard is not applicable to rapeseed oil with high oleic acid content (the highest oleic acid content is 85%), and the new standard is applicable to ordinary rapeseed oil, that is, the oleic acid content is about 40%.

2) Classification and terminology of rapeseed oil

The original standard divides rapeseed oil into three categories: rapeseed crude oil, pressed rapeseed oil and leached rapeseed oil.

The new standard defines the classification standard as two dimensions. According to the processing degree, it can be divided into rapeseed crude oil and finished rapeseed oil. According to erucic acid content in rapeseed oil, it can be divided into ordinary rapeseed oil and low erucic acid rapeseed oil.

3) Grade and quality standard of finished rapeseed oil

The finished rapeseed oil includes pressed rapeseed oil and leached rapeseed oil. The new standard sets different quality standards for two kinds of rapeseed oil, adding two grades of pressed rapeseed oil and three grades of leached rapeseed oil from the previous four-grade preparation, and adjusting the acid value, smoke point and other indicators respectively.

Generally speaking, the higher the refining degree, the higher the smoke point, that is, the first-grade oil is more refined than the second-grade oil fume, but some nutrients are inevitably lost in the refining process.

According to the concept of moderate processing and on the premise of meeting food safety standards, the new standard adjusts the acid value of the first-grade oil and the second-grade oil from 0.2mg/g and 0.3mg/g to 1.5mg/g and 3.0 mg/g respectively. At the same time, the smoke point requirement of pressed rapeseed oil was cancelled.

According to the new standard, the acid values of the leached primary oil, secondary oil and tertiary oil were adjusted from 0.2mg/g, 0.3mg/g and 65438 0.0mg/g to 65438 0.5mg/g, 2.0mg/g and 3.0mg/g respectively. The new standard only specifies the smoke point of primary oil leaching, from 26438+0.0mg/g/g.

Professional standards

Industry standard refers to the technical requirements that need to be unified within a certain industry in the country without recommended national standards. Industry standards are planned, drafted, approved, numbered and published by the relevant administrative departments in the State Council, and reported to the standardization administrative departments in the State Council for the record. After the implementation of the corresponding national standards, the industry standards will be automatically abolished.

The industry standard code of each industry is different, and the agricultural industry standard code is NY.

The industry standards related to rapeseed oil are NY/T4 16-2000 low erucic rapeseed oil, NY/T2002-20 1 1 determination of erucic acid in rapeseed oil, and NY/T2003-201determination of oxidative stability of rapeseed oil.

Local standards

For provinces, autonomous regions and municipalities directly under the central government, there are no national standards and industry standards, and the safety and hygiene requirements of industrial products need to be unified, local standards can be formulated. The formulation items of local standards shall be determined by the standardization administrative departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government.

Local standards shall be formulated by the standardization administrative departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government, organized for drafting, uniformly examined and approved, numbered and promulgated, and reported to the standardization administrative departments of the State Council and the relevant administrative departments of the State Council for the record. Where the law provides otherwise for the formulation of local standards, such provisions shall prevail. After the corresponding national standards or industry standards are implemented, local standards will be automatically abolished.

The local standard code is "DB" plus the administrative division codes of provinces, autonomous regions and municipalities directly under the Central Government, such as DB 61T508.6-2011selenium-enriched double-low rapeseed oil, which is the local standard of Shaanxi Province.

Group standard

In the absence of national standards, industry standards and local standards, social organizations can formulate group standards, quickly respond to innovation and market demand for standards, and fill the gaps in existing standards.

Group standard code is generally "T" plus social group code, group standard sequence number and year number. The group standards related to rapeseed oil that are still being implemented are shown in the following table.

Enterprise standard

Where there are no national standards, industrial standards and local standards for products produced by enterprises, corresponding enterprise standards shall be formulated as the basis for organizing production. Enterprise standards shall be formulated by enterprise organizations (the measures for the formulation of agricultural enterprise standards shall be formulated separately) and shall be filed according to the provisions of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government.

For existing national standards, industry standards or local standards, enterprises are encouraged to formulate enterprise standards that are stricter than the requirements of national standards, industry standards or local standards and apply them within enterprises.
