Article 38 The quality inspection of linear low density polyethylene and polyvinyl chloride shall be carried out by the same manufacturer and brand, and each batch shall be 300 tons. More than 300 tons should be inspected in batches, and less than 300 tons should be inspected in batches.
The inspection method of PVC ex-factory products shall be carried out according to the test method specified in Item 5 of GB/T576 1-2006, and the sampling rules shall conform to the provisions of GB/T6679-2003 General Rules for Sampling of Solid Chemical Products.
Article 39 For the recommended brands of linear low-density polyethylene and polyvinyl chloride produced by domestic manufacturers recommended by the Exchange, if the consignor can provide the original product quality certificate, original quality commitment letter (see annex for specific format) issued by the manufacturers meeting the delivery quality standards of linear low-density polyethylene and polyvinyl chloride stipulated by Dalian Commodity Exchange, and other materials stipulated by the Exchange, it may be exempted from inspection after being approved by the designated delivery warehouse.
The product quality certificate shall include the manufacturer, brand, batch number, visa date, quality inspection items, quality inspection results and quality inspection conclusions.
Article 42 The designated delivery warehouse shall check and accept the manufacturer, brand, quality, packaging and relevant materials and vouchers of the warehousing goods in accordance with the relevant regulations of the Exchange, fill in the Inspection Certificate of Linear Low Density Polyethylene and the Inspection Certificate of PVC after passing the inspection, and report to the Exchange.
Article 44 Where the linear low-density polyethylene produced in China applies for the registration of standard warehouse receipts, the date of application for registration shall not exceed 180 (including 180) natural days from the date of commodity production. ; If the PVC produced in China applies for the registration of standard warehouse receipt, the date of application for registration shall not exceed 120 (inclusive) natural days from the date of commodity production.
If the linear low-density polyethylene produced overseas applies for the registration of the standard warehouse receipt, the date of application for registration shall not exceed 180 (including 180) natural days from the import date of the import goods declaration form (or the entry date of the entry goods filing list). ; If the PVC produced overseas applies for the registration of standard warehouse receipt, the date of application for registration shall not exceed 120 (including 120) natural days from the import date of the import goods declaration form (or the entry date of the entry goods filing list).
Article 61 All soybean standard warehouse receipts. 1, soybean No.2, corn, linear low density polyethylene and polyvinyl chloride must be cancelled before the last working day of March every year.
Article 62 In case of any dispute between the consignor and the designated delivery warehouse over the inspection results ofNo. 1 soybean, No.2 soybean and corn, the quality inspection agency designated by the Exchange shall conduct re-inspection, and the re-inspection results shall serve as the basis for resolving the dispute. The inspection agency for delivery quality disputes is the inspection agency under the Technical Supervision Bureau where the exchange is located.
In case of any dispute between the consignor and the designated delivery warehouse over the inspection results of LLDPE and PVC, the consignor may apply to the Exchange for reinspection within 5 working days from the date of receiving the inspection report or issuing the delivery notice, and the Exchange will select the reinspection institution among the designated quality inspection institutions, and the reinspection results will be used as the basis for resolving the dispute. If no application is made within the time limit, it shall be deemed that there is no objection to the quality of the delivered goods.
Article 63 The reinspection fee for 1 soybean, No.2 soybean and corn shall be paid in advance by the disputing party. The reinspection results are consistent with the inspection results of the designated delivery warehouse, and all expenses (inspection fees, travel expenses, etc. The losses caused thereby shall be borne by the disputing party; The re-inspection results are inconsistent with the inspection results of the designated delivery warehouse, and all expenses (inspection fees, travel expenses, etc. ) and the resulting losses shall be borne by the designated delivery warehouse.
The expenses for reinspection of linear low density polyethylene and polyvinyl chloride when they are put into storage shall be borne by the disputing party. The re-inspection fee at the time of leaving the warehouse shall be paid in advance by the consignee. If the re-inspection result meets the delivery quality standard of linear low density polyethylene or polyvinyl chloride of Dalian Commodity Exchange, the expenses arising therefrom shall be borne by the consignee; If there is any discrepancy, the expenses shall be borne by the designated delivery warehouse.
