3. Hold valid passes for Hong Kong and Macao residents to and from the mainland or five-year mainland travel permit for taiwan residents. Hong Kong, Macao and Taiwan residents under the age of 16 can apply for residence permits by their guardians.
Two. Accepted business scope
(a) Hong Kong, Macao and Taiwan residents to apply for residence permits;
(2) If the residence permit expires, the certificate is damaged and illegible, and the residence changes, the holder will get it again;
(3) If the residence permit is lost, apply for a replacement. When renewing or renewing a new card, I shall submit my entry and exit certificates for Hong Kong, Macao and Taiwan residents. When issuing a new card, the original card should be returned.
III. Materials required for application

3. Proof of study: materials issued by schools such as student ID cards that can prove continuous study.
Four. Time limit for accreditation If Hong Kong, Macao and Taiwan residents apply for obtaining, redeeming or replacing residence permits and meet the requirements for handling, the public security organ that accepts the application shall issue residence permits within 20 working days from the date of acceptance.

If it is found that there is no registration, it is necessary to inform the local police station of the personnel information in time, and the community police will register it and incorporate it into the actual population management.
(4) Collecting the portrait and fingerprint information of the applicant on the spot.
After confirming that the applicant's application materials are verified correctly, the police station or household registration hall will collect the applicant's portrait and fingerprint information on the spot, print the registration form of Hong Kong, Macao and Taiwan residents' residence permit, and the applicant will sign it for confirmation. After the information is correct, it shall be reported to the county-level public security organ for issuance.
(5) Issuance and certification.
Accepted residence permits for Hong Kong, Macao and Taiwan residents shall be issued by the county-level public security organs, and made by the provincial public security departments in accordance with the unified standards of the Ministry of Public Security.

The residence permit will use the citizenship number, and its coding rules are the same as those of the Chinese mainland ID card, both of which are 18 digits. The first six digits represent the domicile (or birthplace) of citizens. The address codes of Hong Kong and Macao residents are 8 10000 and 820000 respectively, and the address code of Taiwan Province residents is 830000. This is the first time that People's Republic of China (PRC) has compiled a citizenship number for Hong Kong, Macao and Taiwan residents.
The residence permit for Hong Kong, Macao and Taiwan residents has the same function as the second-generation China people's ID card and national ID card in many aspects, but it cannot be used as a document for entering and leaving Chinese mainland. Entry and exit must use the corresponding travel documents, Hong Kong and Macao residents must apply for home visit permits, and Taiwan Province residents must apply for Taiwanese certificates. If the Home Visit Permit held by Hong Kong and Macao residents is lost, damaged or invalid in the Mainland, it cannot be handled with the Entry-Exit Pass after handling the Entry-Exit Pass.

Article 11
Residents of Hong Kong, Macao and Taiwan who need to prove their identity when engaging in related activities in the Mainland (Mainland) have the right to use residence permits to prove their identity, and the relevant units and their staff shall not refuse.
Article 12
Holders of Hong Kong, Macao and Taiwan residents' residence permits have the right to employment, social insurance, deposit, withdrawal and use of housing provident fund in their places of residence according to law. The people's governments at or above the county level and their relevant departments shall provide the following basic public services for holders of residence permits for Hong Kong, Macao and Taiwan residents:
(1) compulsory education;
(2) Basic public employment services;
(3) Basic public health services;
(4) Public cultural and sports services;
(5) Legal aid and other legal services;
(six) other basic public services stipulated by the state and the place of residence.
Article 13
Holders of Hong Kong, Macao and Taiwan residents' residence permits enjoy the following conveniences in the Mainland (Mainland):
(1) Taking domestic flights, trains and other means of transportation;
(2) accommodation hotels;
(3) Handling banking, insurance, securities, futures and other financial services;
(four) shopping, buying tickets for parks and various cultural and sports venues, cultural entertainment, business trips and other consumer activities that are treated equally with mainland (mainland) residents;
(5) Handling motor vehicle registration at the place of residence;
(six) to apply for a motor vehicle driver's license at the place of residence;
(seven) to take the vocational qualification examination at the place of residence and apply for the granting of vocational qualifications;
(eight) registration of maternity services in the place of residence;
(nine) other convenient conditions stipulated by the state and residence.
