1. After the hired non-staff personnel are hired, the employing unit shall conclude a labor contract with the non-staff personnel according to law. When signing a labor contract for the first time, you can set a probation period of one to three months, which is included in the contract term. 2. The salary and welfare of non-staff personnel consists of five parts: basic salary, seniority salary, post salary (subsidy) and bonus and welfare.

3. Basic salary: The basic salary of the supernumerary staff of each unit can be formulated with reference to the minimum wage standard of employees in Jiangshan City in that year, including social insurance and provident fund that individuals should pay.

4. Length of service salary: The length of service salary will be calculated from the second year (the thirteenth month) after the supernumerary personnel who have been employed for the first time have completed the probation period and worked for one year (including the probation period). Length of service wage standard 20 yuan every year. The length of service of the non-staff personnel who have been on the job shall be calculated according to the actual on-the-job time of the non-staff personnel to the current work unit. With the consent of the Party Committee of the Bureau, the length of service of the original unit can be counted for the supernumerary personnel transferred within the Bureau.

5. Post salary (allowance): Each unit can formulate post salary standards according to the post responsibilities and settings of its own supernumerary personnel, and report them to the political work department of the Bureau for preliminary examination once a year, and then submit them to the Party Committee of the Bureau for discussion and approval. The supernumerary personnel who have obtained the professional technical grade certificate or professional technical title corresponding to or associated with the post and are employed by the unit may be given appropriate subsidies. Professional titles that have nothing to do with this post and this major shall not be employed or subsidized. Those who have obtained the title of senior engineer, registered construction engineer or equivalent registration certificate will be given a subsidy of 100 yuan/month, those who have obtained the certificate of engineer or senior technician will be given 50 yuan/month, those who have obtained the certificate of assistant engineer or technician will be given 30 yuan/month, and those who have obtained the certificate of technician or senior engineer or intermediate engineer will be given 20 yuan/month. The original vouchers obtained shall be submitted to the office of the unit for preservation. The driver's post salary can be formulated according to the specific post, and in principle, reference should be made to the mileage subsidy.

6. Bonus: Each unit may, according to its own funds or operating benefits and job responsibilities, verify the total annual bonus and salary of its own supernumerary staff, and report it to the Financial Planning Department of the Bureau for preliminary examination and then to the Party Committee of the Bureau for approval. Reward wages can be paid monthly or annually according to the relevant assessment system of the unit.

7. Welfare: All institutions can provide in-kind welfare and lunch expenses for non-staff personnel on holidays according to their own funds and operating benefits, but the payment must comply with the relevant regulations of higher authorities. Other related benefits of public institutions shall be determined by each unit. The welfare of the enterprise's supernumerary personnel shall be implemented by the enterprise according to the relevant regulations.

8. Social insurance and personal provident fund for non-staff personnel: The employer shall pay social insurance for the workers according to the relevant regulations and requirements of the higher authorities, and the fees payable shall be borne by the units and individuals according to the prescribed proportion. The employer may pay individual provident fund for non-staff personnel according to the economic benefits and capital situation of the unit, and the required provident fund shall not be lower than the minimum provident fund payment standard of the whole city.

9. Seasonal workers, pieceworkers, canteens, doormen, retirees, etc. , the wages and benefits shall be formulated separately by each unit according to the actual situation of the unit. Encourage labor dispatch through the talent labor market to prevent and avoid unnecessary labor disputes. Unit security guards need to be recruited according to the procedures of supernumerary personnel.

10, all units should refer to the post setting method of public institutions and combine the actual work of their own units to set post responsibilities for supernumerary personnel, strictly control the number of supernumerary personnel, clarify the post and responsibilities of each supernumerary personnel, and set posts, responsibilities and salaries for supernumerary personnel.

In this year, if the employing unit needs to recruit new personnel due to work needs or resignation, it shall write an application to the Party Committee of the Bureau, explaining the reasons, number and conditions of recruitment, and submit it to the Political Engineering Department of the Bureau for preliminary approval. Upon approval, those who have not been employed in the same recruitment position in this year and this unit can participate in the medical examination according to the total score from high to low. Those who pass the physical examination and political examination shall be reported to the Party Committee of the Bureau for approval and employed by the employing unit.

13. The relevant leaders and personnel of the responsible unit shall be given corresponding disciplinary sanctions for failing to comply with the relevant regulations on the recruitment management of supernumerary personnel, failing to implement the recruitment work according to the prescribed procedures, or being reported and verified in the recruitment work. Those who employ themselves without the consent of the Party Committee of the Bureau will be dismissed once they are found, and the relevant responsible persons will be held accountable.
