The establishment of an open, scientific and standardized vocational qualification catalogue is conducive to clarifying the scope of vocational qualifications managed by the government, solving the problem of excessive vocational qualifications and lowering the threshold for employment and entrepreneurship; It is conducive to further cleaning up illegal examination, appraisal, training, certification and other activities, reducing the burden of talents, and is of great significance for improving the scientific and standardized level of vocational qualification management, continuously stimulating the creativity of market players, and promoting supply-side structural reform. Ii. specific contents of vocational qualification catalogue
there are 14 items in the national vocational qualification catalogue, including 59 items for professional and technical personnel (including 36 items for admission and 23 items for level evaluation) and 81 items for skilled personnel (5 items for admission and 76 items for level evaluation). Professional and technical personnel's professional qualifications include: teacher qualification, registered fire engineer, legal professional qualification, China entrusted notary public qualification (Hongkong and Macau). Civil nuclear safety equipment nondestructive inspection personnel qualification, civil nuclear facility operator qualification, registered nuclear safety engineer, registered architect, supervision engineer, real estate appraiser, cost engineer, registered urban and rural planner, builder, survey and design registered engineer (including registered structural engineer, registered civil engineer, registered chemical engineer, registered electrical engineer, registered utility engineer, registered environmental engineer, registered oil and gas engineer, registered metallurgical engineer, registered mining/mineral engineer)
2. Items 16 to 3
Items 16 to 3 of professional and technical personnel's professional qualifications include: registered surveyor, crew qualification (including crew members and fishing crew members), veterinary qualification (including practicing veterinarians and rural veterinarians), auctioneer, performance broker qualification, doctor qualification (including doctors, rural doctors and human organ transplant doctors) and nurse practice qualification.
3. Items 31 to 45
Items 31 to 45 include: patent agent, tour guide qualification, registered surveyors, accounting for aviation personnel qualifications (including aircrew, ground personnel, foreign pilots of civil aircraft, pilots, flight mechanics, flight communicators, aviation safety officers, civil aviation telecommunications personnel, navigation intelligence personnel and meteorologists). Qualification of testing personnel: professional qualifications of engineering consulting (investment) professionals, communication professionals, computer technology and software professionals, social workers, accountants, asset appraisers, economic professionals, land registration agents and environmental impact assessment engineers;
4. Items 46 to 59
Items 46 to 59 include: professional qualification of real estate broker, professional qualification of motor vehicle inspection and maintenance, professional qualification of highway and waterway engineering test and inspection, qualification of water conservancy project quality inspector, professional qualification of health, professional qualification of auditing, tax accountant, professional qualification of Certification staff, professional qualification of publishing, Statistical professional and technical qualifications, banking professional qualifications, securities and futures professional qualifications, cultural relics protection engineering professional qualifications, translation professional qualifications

Items 1 to 9 of professional qualifications of skilled personnel include: fire control facility operators, welders, livestock breeders, fitness and entertainment service personnel, rail transit service personnel, and so on.
2. Items 1 to 18
Items 1 to 18 include: building construction personnel, water production, transportation and water treatment personnel, gas production, treatment and transportation personnel, electric power and heat production and supply personnel, instrument assembly personnel, electronic equipment assembly and debugging personnel, computer manufacturers, electronic device manufacturers and electronic component manufacturers;
3. Items 19 to 27
Items 19 to 27 include: wire and cable, optical fiber cable and electrical equipment manufacturers, power transmission and distribution and control equipment manufacturers, vehicle manufacturers, medical equipment products and rehabilitation AIDS manufacturers, metalworking machinery manufacturers, tooling and tool manufacturers, mechanical hot working personnel, mechanical cold working personnel and cemented carbide manufacturers;
4. Items 28 to 36
Items 28 to 36 include: metal rolling personnel, light non-ferrous metal smelting personnel, heavy non-ferrous metal smelting personnel, steel-making personnel, ironmaking personnel, mineral mining personnel, ceramic products manufacturing personnel, glass fiber and glass fiber reinforced plastic products manufacturing personnel, cement, lime, gypsum and its products manufacturing personnel;
5. Items 37 to 45
Items 37 to 45 include: pharmaceutical preparation personnel, Chinese herbal pieces processing personnel, paint, ink, pigment and similar products manufacturing personnel, pesticide production personnel, chemical fertilizer production personnel, basic chemical raw materials manufacturing personnel, general technicians for chemical products production, coking personnel and arts and crafts production personnel;

Items 45 to 54 of the professional qualifications of skilled personnel include: wood products manufacturing personnel, textile and clothing tailoring and sewing personnel, printing and dyeing personnel, weaving personnel, spinning personnel, fiber pretreatment personnel, wine, beverage and refined tea manufacturing personnel, dairy products processing personnel, and grain and oil processing personnel;

Items 54 to 63 include: animal and plant disease prevention and control personnel, agricultural production service personnel, rehabilitation and correction service personnel, health consulting service personnel, computer and office equipment maintenance personnel, automobile and motorcycle repair technical service personnel, health care service personnel, beauty salon service personnel and life care service personnel;

Items 63 to 72 include: pest control personnel, environmental management service personnel, hydrological service personnel, water conservancy facilities maintenance personnel, geological exploration personnel, inspection, testing and measurement service personnel, surveying and mapping service personnel, safety protection service personnel and human resources service personnel;
9. Items 73 to 81
