Article 23 of the Measures for the Administration of the Qualifications of Directors, Supervisors and Senior Managers of Futures Companies stipulates that the recommender shall be the current chairman, supervisor or manager of a futures company, whose tenure exceeds 1 year. If the candidate has no experience in the futures industry, there may be 1 referees who are the heads of their original work units. If the candidate is a foreigner, there may be 1 referees who are managers of overseas futures institutions where the candidate has worked. The recommender shall know the personal conduct, law-abiding, work experience, business level and management ability of the proposed recommender, promise the authenticity of the recommended content, explain whether the proposed recommender has the circumstances listed in Article 19 of these Measures, and make a clear recommendation. The recommender can only recommend at most three people each year to apply for the post qualification of chairman, supervisor, independent director or manager of a futures company.
