according to several guidelines for leading cadres of party member of China * * * production party and its implementation methods, Regulations on Disciplinary Actions of China * * * production party, Administrative Supervision Law of the People's Republic of China, Regulations on Disciplinary Actions of Civil Servants of Administrative Organs, Interim Provisions on Disciplinary Actions of Staff of Public Institutions, etc., party member cadres and state staff should participate in private lending, investment and financial management.
2. It is strictly forbidden to provide convenience, guarantee and protection for illegal fund-raising, illegal private lending, illegal absorption of public deposits and other activities, or to connive at or cover up these activities by taking advantage of the influence of authority and position;
3. It is strictly forbidden to take advantage of the convenience or influence of the authority and position to borrow money from the management and service objects and other units and individuals related to the exercise of authority for free or significantly lower than the normal interest;
4. It is strictly forbidden to take advantage of the convenience or influence of authority and position to lend funds to management and service objects and other units and individuals related to the exercise of authority, charge high interest or seek other illegitimate interests;
5. it is strictly forbidden to use the convenience or influence of authority and position to entrust others to invest in securities and futures or in the name of other entrusted wealth management, and obtain "income" without actually making investment, or to obtain "income" which is obviously higher than the income due from investment.
VI. It is strictly forbidden to participate in the above activities in the name of spouse or children and their spouses.
