In 20 10, the State Council promulgated "Several Opinions on Supporting Fujian Province to Accelerate the Construction of the Economic Zone on the West Side of the Taiwan Strait", approved the expansion of Xiamen Special Economic Zone to the whole city, and agreed that Xiamen should try its best in cross-strait financial cooperation and establish a cross-strait regional financial service center. The National Twelfth Five-Year Plan and Haixi Plan further clarify that "Xiamen should be supported to establish a cross-strait regional financial service center, expand the pilot of financial reform, and take the lead in testing offshore finance and fund settlement with Taiwan". Xiamen's construction of a cross-strait regional financial service center has been formally established as a national strategy, which is a landmark event in the history of the development of Xiamen Special Economic Zone and marks a new historical opportunity for the development of Xiamen's financial industry and cross-strait financial cooperation. The Xiamen Municipal Party Committee and Municipal Government put forward the idea of "building a cross-strait financial cooperation pilot zone and building a cross-strait regional financial service center" in a timely manner, and requested the Siming and Huli district governments to implement the construction of a cross-strait financial center in the eastern part of Xiamen Island, so as to provide a platform for Taiwan Province financial circles to enter the development of Haixi and strive to become a cross-strait financial cooperation pilot zone.

The cross-strait financial center (Siming District) covers an area of 8.6 square kilometers, with a developable land area of about 6.5438+0.4 million square meters and a developable land construction area of about 2.87 million square meters. With the financial avenue as the main line and Guanyinshan International Business Operation Center, financial supervision area and international convention and exhibition center as the nodes, it forms an "integration" in functional layout, including financial industrial area, service supporting area and leisure tourism area. In planning and construction, public transport priority, project development and subway station planning are adopted, urban green space and urban streets are matched, and coastal landscape and lakeside landscape are coordinated to create another charming financial coastline in Asia.

In order to promote the industrial upgrading of cross-strait financial centers (Siming District) and change the development mode, Siming District has formulated corresponding supporting policies according to the revised Opinions on Encouraging the Development of Financial Industry and the newly formulated Provisions of Xiamen Municipality on Promoting the Development of Equity Investment Enterprises. According to the principle of "high positioning, high grade and high efficiency", it is decided to target cross-strait financial institutions, non-bank financial institutions and financial factor trading platforms. With high-standard "hardware" and high-standard "software", cross-strait financial centers (Siming District) have achieved initial results in attracting investment. The cross-strait financial center (Siming area) aims at the experimental area of financial system innovation, the demonstration base of cross-strait financial service docking, the frontier platform of cooperation first and then, and the important engine of cross-strait regional economic integration.
