Goods are detained at the customs for many reasons. For example, if there is a problem with the goods, the owner is unwilling to pick them up, or because of the time problem, the best sales period of the goods is missed, and the owner may not be willing to pick them up. Those seized items are generally auctioned in public, resold in a targeted way, handed over to the competent authorities for disposal, destroyed and so on.
Article 30 of the Customs Law: If the consignee of imported goods fails to declare to the customs for more than three months from the date when the means of transport is declared to enter the country, the imported goods shall be picked up by the customs and sold according to law. If the proceeds remain after deducting transportation, loading and unloading, warehousing and other expenses and taxes, it shall be returned upon the application of the consignee within one year from the date when the goods are sold according to law; Among them, the state has restrictive regulations on import, and if the license should be submitted but cannot be provided, it will not be returned. If no one applies within the time limit or refuses to return it, it shall be turned over to the state treasury.
Article 51 Articles abandoned by the owners of inbound and outbound articles, articles that have not gone through customs formalities or are unclaimed within the time limit stipulated by the customs, and inbound postal articles that cannot be delivered and returned shall be handled by the customs in accordance with the provisions of Article 30 of this Law.
Customs can't be corrupt. Every time the customs seizes a case, it must issue a detention certificate for safekeeping, and the parties concerned can go to the customs within the time limit. If the party concerned fails to handle the case within the time limit, the customs will regard the party concerned as voluntarily giving up the goods, and the customs will treat them as overdue goods. The handling of overdue goods is equivalent to the handling of confiscated goods by the customs, that is, through auction, the proceeds from the auction are turned over to the state treasury.
