Why can't soybean meal be exempted from VAT?
The reason why soybean meal can't avoid VAT is that soybean meal is a feed product that needs to pay VAT. The Notice of State Taxation Administration of The People's Republic of China, People's Republic of China (PRC) on Exemption of Value-added Tax for Meal Products (Guo [2010] No.75) clearly states that soybean meal is a feed product subject to value-added tax, and other meal feed products except soybean meal are exempt from value-added tax from 201KLOC-0/.
