Except with the approval of the people's governments at or above the provincial level, no mining activities shall be carried out in the planned prohibited mining areas, and no new mines shall be built in the prohibited mining areas. Existing mining enterprises in the planned forbidden mining area must be closed within a time limit. Intensive and large-scale mining activities are carried out in mines in planned mining areas.

Obtain mine scale and age

The mining scale of newly-built mines must adapt to the scale of reserves occupied by mines, and the minimum mining scale and service life of mines should be limited. The service life of large mines is generally not less than 20 years, medium mines are generally not less than 10 years, and small mines are not less than 2 ~ 3 years. It is not allowed to open large mines, small mines and more than one mine.

Obtain the utilization of resources

Newly built, expanded and continued mines must meet and meet the requirements of mining recovery rate, mineral processing recovery rate, comprehensive utilization rate of associated resources and waste recycling proposed by the approved mine design or land and resources management department. Production mines should reach the prescribed level of resource utilization within a time limit.

Mining methods must meet the requirements of relevant specifications and approved mine design schemes. Open-pit mining should adopt bench mining, and backward, destructive and wasteful mining methods are prohibited.

Qualification access

In strict accordance with the requirements of the Notice on Further Regulating the Management of Mining Rights Transfer, mining rights are transferred according to their classified directories. In order to protect fair competition and participate in mining rights trading activities, market participants should have corresponding qualifications and meet the bidding requirements. Violators shall not participate in trading activities within 3 years.

Cultivate and support mineral processing bases and leading enterprises.
