Legal basis: Measures of Shantou Special Economic Zone on Basic Medical Insurance for Urban and Rural Residents Article 20 The basic medical expenses above Qifubiaozhun incurred by the insured in hospitalization shall be paid by the medical insurance fund according to the following proportions:

(1) If the insured person needs to be hospitalized in an agreed medical institution in this Municipality or in a non-agreed medical institution in this Municipality due to emergency (illness) rescue, the corresponding payment proportions of tertiary, secondary, primary and below hospitals are 65%, 80% and 90% respectively;

(two) the insured person in the field of designated medical institutions for remote referral procedures for medical treatment, the payment ratio is 55%;

(3) If the insured is hospitalized in a designated medical institution in other places without going through the referral procedures in other places, or needs to be hospitalized in a non-designated medical institution in other places due to emergency (illness) rescue, the payment ratio is 40%.
