China postdoctoral science fund is a national project. Although many universities do not recognize it, both recognition and non-recognition belong to the state. In his lecture, Mr Chi Lianzi of China Guanbo Office specifically mentioned that postdoctoral fund belongs to the national level. As for the doctoral fund, I don't know. If it is the doctoral program fund of the Ministry of Education, it must be at the provincial and ministerial level.
