In order to further accelerate the transformation of shanty towns with dilapidated houses in cities and towns in our province, and promote the transformation, upgrading and development of cities and towns, according to the Opinions of the State Council on Accelerating the Transformation of shantytowns (Guo Fa [2013] No.25), combined with the actual situation in our province, the following implementation opinions are formulated.

I. General requirements and basic principles

(1) General requirements. Adapt to the needs of new urbanization development and accelerate the improvement of housing conditions for people in need in cities and small towns. Adhere to livability, improve supporting facilities and improve the living environment. From 20 13 to 20 17, the renovation of about 1.5 million dilapidated houses and shanty towns was completed. By 2020, the transformation of existing dilapidated houses and various shanty towns in the province will be basically completed, and efforts will be made to achieve the goal of a well-off society.

(2) Basic principles. Adhere to "scientific planning, overall implementation, government-led, facing the masses, adapting to local conditions, pioneering and innovating, improving supporting facilities and simultaneous construction". Give full play to the role of government planning guidance, policy funding support and organization and implementation, mobilize the enthusiasm of the masses, support the independent transformation of the masses, and pay attention to the role of the market mechanism. Adhere to the combination of comprehensive improvement and transformation, avoid simple demolition and construction, and reasonably control the development intensity. Innovate the investment and financing mechanism, encourage private capital to participate, strive for financial support, and expand financing channels. Adhere to synchronous planning, synchronous construction and synchronous delivery, organize the construction of municipal public facilities and public service facilities in resettlement communities, and promote social construction focusing on improving people's livelihood.

Industry departments at all levels should strengthen the support, supervision and guidance for the transformation of shanty towns (dilapidated houses).

(4) Renovation of dilapidated houses in small towns. Promote the renovation of dilapidated houses in small towns in an orderly manner. From 20 13 to 20 17, about 320,000 households were transformed and 52,000 households were transformed. Give priority to supporting the renovation of dangerous houses in key towns across the country and pilot towns in the whole province. The dilapidated houses in small towns with the characteristics of shanty towns can be included in the transformation scope of urban shanty towns.

Third, increase policy support.

(1) Raise funds through multiple channels. Make good use of central subsidy funds, increase provincial subsidies, effectively increase financial input in cities and counties, and strengthen government financial support. Make good use of the provincial financing platform, strive for the support of credit funds, and issue targeted debt financing tools in the interbank market to finance the renovation of dilapidated houses and shanty towns; Actively support enterprises such as city and county government financing platform companies that undertake the renovation project of dilapidated houses and shanty towns to issue corporate bonds or medium-term notes, and encourage the issuance of special bonds for the renovation of dilapidated houses and shanty towns. For the enterprise bonds used for the renovation of dilapidated houses and shanty towns, priority shall be given to the pre-trial procedures. Encourage and guide private capital to participate in the renovation of dilapidated houses and shanty towns through direct investment, indirect investment, equity participation and entrusted agent construction. Encourage enterprises and workers in shanty towns to invest in the renovation of dilapidated houses. If an enterprise participates in the transformation of industrial and mining (coal mines), forest areas and shanty towns organized by the government, the expenses used by the enterprise to meet the prescribed conditions are allowed to be deducted before the enterprise income tax.

(two) to ensure the supply of construction land. The land for resettlement houses in renovation projects should be given priority in the local land supply plan, and the administrative examination and approval procedures should be simplified to improve the examination and approval efficiency. Affordable housing and eligible public rental housing construction projects involving resettlement houses can be allocated for land.

(3) Implementing the tax reduction and exemption policy. Strictly implement the clear preferential tax policies of the state, and exempt all kinds of administrative fees and government funds such as supporting fees for urban infrastructure. (4) Improve the resettlement compensation policy. For resettlement in different places, we should fully consider the needs of residents in employment, medical treatment, schooling, travel and other aspects, rationally plan the site selection, and arrange it in a place with convenient transportation and complete facilities as far as possible. It is necessary to implement the principles of energy conservation, land conservation and environmental protection, strictly control the area of Xing Tao, and implement various measures for saving intensive land and energy conservation and emission reduction.

(2) Improve the construction of supporting facilities. Transformation projects, improve the supporting construction of municipal public facilities and public service facilities according to regulations. City and county people's governments should broaden financing channels, increase investment and speed up the construction of supporting facilities. Priority should be given to the transformation of projects with outstanding security risks and strong public reaction.

(3) Establish a system and strengthen supervision. Supervision departments, housing and urban-rural construction departments and other relevant departments should establish an effective supervision system, and regularly conduct comprehensive supervision and inspection on the renovation of dilapidated houses and shanty towns around the country. The people's governments at the city and county levels should strengthen leadership and fully implement various tasks and policies and measures. Improve the information disclosure system, and fully disclose relevant information such as collection, construction and resettlement of renovation projects. It is strictly forbidden for party and government organs, enterprises and institutions to build welfare housing in violation of regulations by means of the renovation policy of dilapidated houses and shanty towns.
