Chapter 1 General Provisions Article 1 In order to promote righteousness, encourage courageous actions, strengthen comprehensive management of social security, and promote the construction of socialist spiritual civilization, these regulations are formulated in accordance with relevant laws and regulations and in conjunction with the actual situation of Sichuan. Article 2 The term "brave acts of righteousness" as mentioned in these regulations refers to the behavior of citizens, in addition to performing specific obligations, in order to protect the national and collective interests or the personal and property safety of others, regardless of personal safety, to fight against various illegal crimes or to rescue and provide disaster relief. Article 3: These regulations apply to acts of bravery that occur within the administrative region of Sichuan Province. Article 4: Government agencies, enterprises, institutions and grassroots organizations should commend and reward those who have acted bravely.

People's governments at all levels will commend and reward individuals or groups with outstanding performance in accordance with the provisions of these regulations. Article 5: The legitimate rights and interests of those who act bravely for justice shall be protected in accordance with the law. Injured people who act bravely have the right to be rescued. Article 6: The principle of timely and effective protection shall be adhered to for the protection of persons who act bravely for righteousness; the principle of combining spiritual encouragement and material rewards shall be adhered to for the rewards of persons who act bravely for righteousness. Article 7 People's governments at all levels are responsible for the implementation of these Regulations, and the specific work is handled by the offices of the comprehensive management committees for public security at all levels.

Public security, personnel, civil affairs, finance, labor and social security, education, health, insurance and other departments should assist in the protection and reward of those who act bravely within the scope of their respective responsibilities.

The publicity, culture, and spiritual civilization construction departments and various news media should actively publicize the courageous and advanced deeds of justice. Chapter 2 Confirmation of Article 8: Any unit or individual may report their heroic deeds to the office of the Comprehensive Public Security Management Committee and the public security and other relevant departments. After receiving relevant reports, the office of the Comprehensive Social Security Management Committee shall work with relevant departments to understand and verify the situation in a timely manner. Relevant departments, units and individuals should actively cooperate. Article 9: After being reviewed by the office of the Comprehensive Public Security Management Committee, acts of bravery and righteousness shall be reported to the people's government at the same level for confirmation and announced to the public. Article 10 If a person acts bravely for justice and falls under any of the following circumstances, the office of the Comprehensive Public Security Management Committee shall consult extensively with the public before reporting to the people's government at the same level for confirmation:

(1) Report to the city (1) , commended and rewarded by the people's government (administrative office) at or above the state level;

(2) Application for the title of "Revolutionary Martyr";

(3) Others that have great social repercussions and require consultation Condition.

If citizens have objections to the heroic acts stipulated in the preceding paragraph, they shall submit them to the consultation authority within 15 days from the date of consultation. Chapter 3 Protection Article 11 Units and individuals in the place where the act of righteousness occurs are obliged to promptly escort the injured and righteous person to a medical institution.

Medical institutions and their medical staff should promptly rescue the injured and brave people.

The beneficiary of a voluntary act has the responsibility to preserve evidence, provide the true situation, and rescue the voluntary act. Article 12 The public security organ shall order the person who caused the injury and his or her guardian to promptly pay the cost of treating an injured person who acted out of a righteous cause; if there is no person who caused the injury or the person who caused the injury or his or her guardian is unable to bear the expense, the cost shall be temporarily paid by the work unit where the person who acted out of righteousness is employed; the work unit shall If you are unable to pay temporarily or have no employer, temporary payment will be made from the Volunteer Protection Reward Fund; in emergency situations, medical institutions will pay in advance. Article 13 Legal expenses such as medical treatment, missed work, living allowance after disability, etc. for a person who bravely sacrificed his life for a righteous cause, or statutory expenses such as funeral expenses for a person who sacrificed his life for a righteous cause, necessary living expenses for his dependents (supporters) during his lifetime, etc., shall be settled in the following order:

(1) The person who caused the harm and his guardian shall bear the responsibility;

(2) The unit where the person works bravely shall bear the responsibility or the insurance institution shall pay according to regulations;

(3) From the protection Rewards for bravery will be paid from the fund;

(4) Financial settlement by the local people's government at or above the county level. Article 14 If a person who volunteers for charity participates in medical, pension and other social insurance and commercial insurance, the relevant provisions of insurance shall be followed. For those who have participated in work-related injury insurance, the disability level will be confirmed and assessed by a labor appraisal agency at or above the county level, and the social insurance department will provide work-related injury insurance in accordance with relevant regulations. Those who do not participate in work-related injury insurance will be dealt with by their unit according to work-related disability regulations. Article 15 If a citizen misses work due to an injury due to bravery, the employer shall treat him as a work-related injury, and his wages, bonuses, welfare benefits, etc. during the period of injury treatment shall be the same as those of on-the-job employees. Article 16 If an employee partially loses the ability to work due to his bravery, the unit where he works shall arrange work within his ability. If the salary is lower than the original wage standard, the original wage standard shall be followed. If it is really impossible to arrange a job, you can leave your job and retire, and your treatment will be the same as that of similar people who are disabled due to work.

If an employee completely loses the ability to work due to his bravery, he should go through the disability and retirement procedures as if he was disabled due to work, and enjoy corresponding benefits.

For citizens who have partially or completely lost their ability to work due to their bravery and have no fixed income, the local civil affairs department will provide relief as a social relief object. Article 17 For those who sacrificed their lives for righteousness and bravery, if they meet the conditions of martyrs, they shall be handled in accordance with the relevant provisions of the "Regulations on the Commendation of Revolutionary Martyrs"; if they do not meet the conditions of martyrs, the civil affairs department shall refer to the national regulations on pensions for militiamen and migrant workers who died in war.
