Chapter 2 Operation and Management Article 5 Funeral institutions should handle a variety of funeral service projects, increase revenue and reduce expenditure, and gradually become responsible for their own profits and losses.

For units that are temporarily unable to support themselves with funds, the method of balancing revenues and expenditures and using fixed-amount subsidies on a lump sum basis will be used. Excessive losses will not be compensated, and losses will be divided into shares, which will remain unchanged for a certain year or for a certain number of years.

The subsidy fee is paid from the crematorium operating expenses.

For units with stable income and sufficient self-sufficiency of funds, except for the renewal and reconstruction funds retained by the unit, the rest shall be subject to the surplus sharing system of funeral institutions and competent departments.

The share ratio shall be determined by the Sheng Autonomous Region, Municipal Civil Affairs Department (Bureau) directly under the Central Government and the Finance Department (Bureau) based on the actual situation.

The part that should be turned over to the competent department according to the share ratio should be used for the technological transformation of funeral institutions, the improvement of working conditions and the development of other civil affairs expenses, and shall not be used for other purposes.

Article 6 Actively promote the operation contract responsibility system.

For units that implement the operating contract responsibility system, whether they implement the fixed-subsidy contract system or the surplus-sharing system, the income increased by improving service quality, improving business management, and expanding business projects must be left to the funeral and interment institutions in accordance with the provisions of the contract.

Chapter 3 Capital Construction Article 10 The construction, relocation, expansion, and reconstruction of crematoriums must be unified planned by the Sheng Autonomous Region and the Municipal Civil Affairs Department (bureau) directly under the Central Government, submitted to the people's government at or above the county level for approval, and handled in accordance with capital construction procedures.

The required funds shall be included in the local capital construction investment plan.

Article 11 The address of a new funeral institution shall be included in the urban construction plan based on the principle of convenience for the masses; the site of the crematorium shall be selected based on conditions such as hydrology, geology, meteorology, transportation, and water and electricity installation.
