after years of reform and practice, China's social security system has been continuously improved, and it is constantly moving towards the goal of "a relatively sound social security system" pointed out in the report of the 16th National Congress of the Communist Party of China.

I. Contents of social security

The Convention on Minimum Standards of Social Security adopted by the General Conference of the International Labour Organization in p>1952 stipulates that modern social security includes medical allowance, sickness allowance, unemployment allowance, old-age allowance, work injury allowance, family allowance, maternity allowance, disability allowance and survivor allowance. The basic contents of social security generally include social insurance, social assistance and social welfare.

(1) Social insurance

It refers to a social security system in which the state distributes and redistributes national income by means of legislation to form a special fund to ensure that members of society get basic living needs and health protection when they encounter risks such as birth, old age, illness, death, injury, disability and unemployment.

(II) Social welfare

Social welfare refers to all social measures organized and funded by the government to improve the material and cultural life of social members, including culture, education, medical and health care, urban housing and various services organized by the government, as well as various welfare financial subsidies.

(III) Social assistance

Social assistance can be called social assistance, which refers to a social security system in which the state and society provide financial or in-kind assistance to members of society who have no ability to work and no source of livelihood, as well as those whose income is below the poverty line and are temporarily in difficulty due to natural disasters or other unfortunate accidents.

Second, the problems existing in China's social security system

(1) Although the state's investment in social security is increasing year by year, it is still low

Taking medical and health undertakings and medical security as an example, the lack of investment in medical service institutions is an important reason for the long-term drug use and medical care in hospitals. In the allocation of public health welfare resources, 8% is allocated to cities, and the vast rural areas only account for 2%. (2) The social security management system is not smooth, and a unified management model has not yet been formed.

For example, the employees of state-owned enterprises are responsible for the labor and social security departments, the national civil servants are responsible for the personnel departments, and the protection of poverty relief is responsible for the civil affairs departments. This is easy to form multi-head management, and it also leads to the increase of management costs and the emergence of fragmented situation.

(3) Lack of effective supervision over the use of social security funds

China's social security system as a whole lacks unity, and there is no unified social security legal system with social insurance law, social welfare law, social assistance law and special care and resettlement law as the main framework.
