Unsettled scientific research projects refer to all kinds of scientific research projects at all levels that have been approved before 2022 (inclusive), and the project approval funds have been fully allocated, but the checkout procedures have not yet been completed. For unfinished scientific research projects, the person in charge shall go through the formalities for completion before May 30, 2023.

If multiple horizontal/vertical scientific research projects of the same project leader have completed acceptance and data archiving and all have surplus funds, the project leader may apply to the Scientific Research Office for merger and processing of scientific research innovation funds.
