In order to implement the Outline of the Eleventh Five-Year Plan for National Economic and Social Development and the Outline of the National Medium-and Long-Term Scientific and Technological Development Plan (2006-2020), meet the demand for talents for building an innovative country, cultivate top-notch innovative talents needed for national construction, and promote exchanges and cooperation between China and other countries in the world, according to the Measures of the State for Selecting Students Studying Abroad and the annual selection plan, The National Scholarship Fund Committee (hereinafter referred to as the Scholarship Fund Committee) will select12,000 overseas students in 2008, including 6,000 from the national public graduate program, 6,000 from the national public senior research scholar program, visiting scholars (including postdoctoral research) program and special study abroad program. For the specific selection plan and requirements, please refer to the Guide to Overseas Study Projects Supported by the National Fund for Studying Abroad in 2008.

First, choose the category and duration of study abroad

1. Doctoral student (doctor studying abroad): the duration of studying abroad is 36-48 months;

2. Joint training of doctoral students (going abroad for research during the doctoral period): the duration of study abroad is 6-24 months;

3. Master's degree (going abroad to study for a master's degree): duration of study abroad 12-24 months;

4. Visiting scholars (including postdoctoral research): study abroad for 3- 12 months;

5. Senior research scholar: study abroad for 3-6 months;

6. Other categories: For details, please refer to the 2008 Guide to Overseas Study Projects Supported by the National Fund for Studying Abroad.

Second, give priority to funding disciplines and professional fields.

Priority will be given to supporting key areas such as energy, resources, environment, agriculture, manufacturing and information, as well as strategic areas such as life, space, ocean, nanotechnology and new materials, humanities and applied social sciences. Third, the content of funding.

Generally speaking, it is round-trip international travel expenses and scholarship living expenses during the absence. Specific funding projects and standards are determined at the time of admission.

Four. Application conditions

(1) Requirements for the applicant

The applicant shall be the official staff and outstanding students of institutions of higher learning, enterprises and institutions, administrative organs and scientific research institutions, and meet the following basic conditions:

1. Love the motherland, love socialism, have good political and professional qualities, have outstanding performance in work and study, and return to China to serve the motherland after graduation.

2. Have a good professional foundation and development potential. For foreign language conditions, please refer to Foreign Language Conditions for Overseas Students Funded by the National Fund for Studying Abroad in 2008.

3. Physical and mental health.

4. Meet the specific requirements of the relevant scholarship project selection instructions.

5. Those who have enjoyed the support of the national study abroad fund will generally have to work for five years after returning to China before they can apply again.

The scope of the national study abroad fund does not include other domestic personnel and those who are temporarily studying or working abroad.

(2) Application category and requirements

1. PhD student

At the time of application, he is not over 35 years old and has a master's degree, or he is a fresh undergraduate graduate at the time of application, or a master's degree or a first-year doctoral student. At the time of application, you must submit the admission notice of foreign educational institutions, tuition fee remission or proof of obtaining tuition assistance. Admission time is in principle the year of application.

2. Joint training of doctoral students

Applicants should be excellent doctoral students, and the age at the time of application should not exceed 35. When applying, you must submit a copy of the official invitation letter issued by foreign educational institutions, as well as a description of the training plan formulated by domestic and foreign instructors and the possible learning-related expenses. Admission time is the year of application.

3. Graduate students

No more than 30 years old at the time of application, and should have a bachelor's degree or an excellent undergraduate graduate. When applying, you must submit an admission notice from a foreign educational institution. Only the special master's degree programs specified in the application can be found in the 2008 national study abroad fund-funded study abroad program guide.

4. Visiting scholars (including postdoctoral research): at the time of application, they should be no more than 50 years old and should be official staff members of institutions of higher learning, enterprises and institutions, administrative units at all levels and scientific research units. Generally speaking, graduates should have more than 5 years of work experience, and graduates should have more than 2 years of work experience. There is no requirement for working years for applicants who graduate from doctoral programs.

Applicants for postdoctoral research should be outstanding young teachers or researchers with doctoral degrees in universities or scientific research institutions, who are specifically engaged in teaching or scientific research. The time from application to doctoral graduation should be within 3 years. At the time of application, he was not over 40 years old.

5. Senior research scholar: no more than 55 years old at the time of application. In addition to applying for visiting scholars, one of the following conditions must be met:

The backbone of the State Key Laboratory, the Key Laboratory of the Ministry of Education and the National Engineering (Technology) Research Center;

(2) distinguished professor, "Changjiang Scholar" or the backbone of the innovation team supported by the Ministry of Education in that year, or the winner of the national talent plan such as "New Century Excellent Talents Plan";

(3) Academic leaders of national key disciplines approved by the Ministry of Education;

(4) Senior managers of central state organs, local administrative departments and large and medium-sized state-owned enterprises.

Among them, teaching and research personnel should be professors and doctoral supervisors; Managers of central state organs and local administrative departments shall hold administrative posts at or above the deputy bureau level; Managers of large and medium-sized state-owned enterprises should have administrative positions at or above the deputy bureau level.

(1) Selection shall be made by means of "individual application, unit recommendation, expert evaluation and merit-based admission". China citizens who meet the application conditions can apply according to the prescribed procedures.

(2) Application method

Take the way of online registration. Applicants are requested to log in to the National Information Management System for Studying Abroad on Business () for registration.

(3) Application materials

Please prepare the written application materials in accordance with the "Notes on the Preparation of Application Materials Supported by the National Fund for Studying Abroad in 2008". For projects with special requirements for application materials, please prepare written application materials according to the project guide.

(4) Acceptance method

Scholarship Fund Committee entrusts all accepting units (including relevant national scholarship application accepting institutions and relevant institutions of higher learning) to uniformly accept applications from local areas (units and departments). The accepting unit is responsible for consulting, accepting application materials and conducting material review; Generally speaking, scholarship committees do not directly accept applications from individuals and units. The accepting unit has provided consultation since June 5, 2008+10/October 5.

(5) Acceptance time

Applicants are requested to register online from February 20th to March 20th, 2008, and submit the application materials and registration evaluation fee of 500 yuan RMB/person to the relevant acceptance units as required. The Unit Recommendation Form shall be submitted by the applicant's unit to all relevant acceptance units.

Evaluation and admission of intransitive verbs

Scholarship Committee will organize experts to review the application materials according to the specific requirements of the project, and determine the list of applicants according to the expert review opinions.

In May 2008, the admission results of doctoral students and co-trained doctoral students were announced. The admission results of master students will be announced separately according to the requirements of the project.

In July 2008, the admission results of senior research scholars, visiting scholars (including postdoctoral research) and scholarship exchange programs with relevant countries (northwest and southern Europe) were announced.

The admission results of other projects will be announced separately according to the project requirements.

According to the requirements of the project, the admission notice will be forwarded by the relevant accepting unit or sent directly to the applicant's unit by the Overseas Study Fund Committee.

Seven. Scheduling and management

Before sending overseas students, they must sign the Agreement on Aid for Studying Abroad with the Overseas Study Fund Committee, and go through the formalities of notarization and deposit. After being dispatched, they shall abide by the relevant provisions of the National Fund for Studying Abroad and the Agreement on Aid for Studying Abroad. While studying abroad, overseas students should consciously accept the management of the education department (group) of the embassy (consulate) abroad.
