The major water conservancy funds collected by power grid enterprises in Shanxi, Inner Mongolia, Liaoning, Jilin, Heilongjiang, Fujian, Guangxi, Hainan, Sichuan, Guizhou, Yunnan, Shaanxi, Gansu, Qinghai, Ningxia, Xinjiang and other provinces 16 (hereinafter referred to as 16 provinces) indirectly benefited from the South-to-North Water Transfer Project and the Three Gorges Project shall be fully collected by the local provincial finance.

Article 9 The major water conservancy funds that should be paid for the spontaneous self-use electricity consumption of enterprise-owned power plants and the sales electricity consumption of local independent power grids shall be directly collected by the local commissioner's office and the provincial financial department according to the provisions of Article 8 of these Measures and paid into the central and provincial treasury respectively.
