Ninth forest management units and individuals shall timely care and manage young and middle-aged forests, and shall not be excessively pruned. Tenth dangerous trees, dead trees, fallen trees, broken trees and trees infected with pests and diseases that lose their cultivation value shall be cut down in time and necessary treatment measures shall be taken. Eleventh forest pest control institutions at all levels shall organize and guide forest management units and individuals to take measures such as setting artificial nests and feeding facilities to attract birds and protect forest beneficial organisms. Twelfth forestry authorities at all levels should establish and improve the forecast points of forest diseases and insect pests, and make them form a network, which is responsible for the forecast of forest diseases and insect pests. Article 13 The competent forestry authorities and relevant departments in adjacent areas shall establish a joint control system for forest diseases and insect pests. People's governments at all levels shall give appropriate support to forest management units and individuals, shelter forests, water source forests and special-purpose forests that have no economic income for the time being.
When large-scale outbreaks or dangerous pests and diseases occur, people's governments at all levels shall give subsidies to forest management units and individuals who really cannot afford all the prevention and control costs. Fifteenth forest areas, should gradually implement the forest pest insurance system, the specific measures shall be formulated by the provincial forestry authorities in conjunction with the relevant insurance institutions. Article 16 Whoever, in violation of the provisions of these measures, uses tree seedlings with dangerous diseases and insect pests for seedling cultivation and afforestation (garden construction), or fails to prevent or control forest diseases and insect pests, resulting in the spread of forest diseases and insect pests, shall be ordered by the competent forestry department of the people's government at or above the county level or its authorized unit to make rectification within a time limit, compensate for the losses, and may also be fined 100 yuan to 2,000 yuan. Seventeenth theft or intentional damage to forest beneficial biological protection facilities, shall be punished by the public security organs in accordance with the provisions of the "People's Republic of China (PRC) Public Security Management Punishment Law". Article 18 The responsible personnel specified in Article 16 of these Measures or the national staff who neglect their duties in the prevention and control of forest diseases and insect pests shall be given administrative sanctions by their units or higher authorities; If a crime is constituted, criminal responsibility shall be investigated by judicial organs according to law. Article 19 The prevention and control of forest and tree diseases and insect pests in urban planning areas and scenic spots shall be implemented by the competent departments of urban landscaping and scenic spots with reference to these measures. Article 20 These Measures shall come into force as of the date of promulgation.
