In 2002, the State Council promulgated the Regulations on the Management of Geological Data, and in 2003, the Ministry of Land and Resources issued the Measures for Implementing the Regulations on the Management of Geological Data, which emphasized that geological data should be submitted and provided to the society in accordance with the law. The work of geological data serving the society has been brought into the legal track, which has effectively promoted the work of geological data. The concept of geological data serving society was put forward for the first time. Geological data work, from traditional to modern, always revolves around two basic links, namely, exchange link and borrowing link. After data collection and storage, new data resources are formed, and then new geological data are formed through borrowing and utilization of geological work. These data are collected and accepted, and then new data borrowing resources are formed. In other words, every time the data lending service works, it may produce new data with larger scale and more details, and continue to provide lending services for the society. Therefore, it can be said that the essence of all geological data work must revolve around two important links: exchange and service; Its focus must be on providing geological data for the society. The socialized service of geological data is mainly through the borrowing service of geological data. Borrowing service not only supports geological work, but also promotes the collection and utilization of new data. Therefore, the management, business and performance of geological data lending service directly reflect the professional ability and comprehensive level of geological data collection institutions.

1 Current Situation of Borrowing Service in Xinjiang Library

At present, the collection of materials in Xinjiang Pavilion is 10574, and the materials from 1 to 6933 have been digitized and achieved digital results. Among them, 4 13 files cannot be digitized due to serious damage and need to be repaired. Files from 6934 to 10574 are available in electronic format. At present, all digital achievements and electronic versions have entered the electronic reading room server to provide services for electronic borrowing and copying. The electronic reading room has been put into trial operation since May 20 13. After debugging, it was officially put into use at the end of 20 13. At the same time, it can provide 8 people with electronic reading, which will be audited by a special person and copy geological data uniformly. There are two people in the post. The lending room is equipped with two special computers for catalog retrieval, and the library website provides the public with convenient information catalog retrieval, borrowing procedures and related information retrieval, which basically realizes paperless medium borrowing and copying geological data.

In 20 12, 797 person-times, 2,562 volumes and 44,365 volumes were provided to the society, and the non-tax income was nearly 400,000 yuan. In 20 13 years, due to the trial operation of the electronic reading room, the work efficiency was improved, and 838 person-times, 3,506 volumes and 57 194 volumes were provided to the society, and the non-tax income was 702,462 yuan, which was the highest income value in the past years. Under the normal operation of electronic reading room in 20 14 years, the non-tax income has been nearly1.20 thousand yuan so far.

In recent years, it has supported key projects, major projects and important special projects in many countries and autonomous regions; Supported the geological prospecting projects, mining development and land and resources rights and interests of the counties (cities) around the autonomous region, and supported local economic construction. It has supported social development and economic construction projects of railways, subways, highways, reservoirs, power stations, environmental assessment, mine pressure assessment and other industries.

2 Successful experience and practice of lending service in Xinjiang Library

1) actively cooperated with the bidding work of the fund center of Xinjiang Land and Resources Department for three consecutive years. Every April-May, before the bidding of the office fund center starts, take the initiative to contact the fund center, ask for instructions and report to the superior leader, and propose to the leader that the borrowing work should work overtime at will to increase the copy of the materials to cooperate with the bidding of the application fund center. With the approval of the superior leader, make preparations for the excessive borrowing and copying of geological data during the bidding period in advance, especially from April to May of 20 14. Working overtime step by step, a large number of borrowing and copying work of the tendering units were completed before May 1, which enabled the Xinjiang exploration units participating in the bidding to return to their units to bid before May 1, and supported and successfully completed the geological data support work for the bidding of Xinjiang 20 13 foundation project, which was well received by the tendering units. Around the borrowing and copying work of bidding projects, the non-tax income in April-May is more than 600,000 yuan.

2) Strengthen the supervision and use of classified geological data. At present, the Xinjiang Pavilion has not carried out the business of "borrowing and copying proof of classified geological data". In order to cope with the duplication and utilization of classified geological data and electronic version data, the version of "Responsibility for Security and Confidentiality of Classified Geological Data" was formulated in practical work, in which the legal responsibilities and obligations for borrowing and duplicating classified geological data were formulated in detail as much as possible. In the process of business handling, it is consciously emphasized that the borrower's reference room should affix a special seal for data management on the responsibility book of security and confidentiality, and combined with the security responsibility clauses in various businesses, it is emphasized that the geological data copied in Xinjiang Pavilion should be carefully filed with the data management department of the borrower's unit and used safely under the supervision of the data management department. Due to strengthening the contact with the data management personnel of geological prospecting units, relying on the legal platform of the Law on Guarding State Secrets and the Regulations on the Implementation of the Law on Guarding State Secrets, after more than one year of specific business operation, a system for monitoring and using classified geological data has been initially formed, and the situation that resources can be enjoyed in the system for monitoring and controlling classified geological data has been initially realized. This not only responds to the spirit that the Ministry of Land and Resources requires geological data to increase support for geological work and double protection work, but also reflects the seriousness of classified management of geological data.

3) Strengthen the interaction between departments and units related to geological data, and create a pleasant, harmonious and closely related working environment for the borrowing work of Xinjiang Library. In business work, by consciously solving the requirements put forward by borrowers and borrowing and using the two-right data files, we have strengthened the contact with the social service-related units and departments of geological data, such as the Safety Committee of the Ministry, the Mine Management Office, the Evaluation Center, the Xi Geological Survey Center, and the government funding center, and strived to realize the interaction between the relevant units and departments of geological data in business work, smooth business channels and mutual feedback of information, and successfully completed the borrowing and service of geological data.

3 The main problems existing in the service of Xinjiang Library at present

1) The business of borrowing and copying certificates of classified geological data has not been carried out. Because the certificate business has not been carried out, it has affected the borrowing and copying of classified geological data in Xinjiang Museum to some extent, and also affected the borrowing and copying of classified geological data in Xinjiang geological exploration units in the geological archives outside Xinjiang, and failed to connect with other domestic brother provincial libraries and national libraries in the certificate business.

2) The results of sorting and cleaning are not delivered for borrowing, which brings pressure and hidden dangers to the borrowing service. The old materials of Xinjiang Library 1 to 6933 files were digitized to form electronic results, and the new materials of 6934 to 7500 files with electronic versions but without confidential registration forms have been cleared and registered by the project team, but the work results have not been delivered to the lending department for use, which makes Xinjiang Library in a passive position that it can only sign safety responsibility letters in lending services.

3) After the licensing system for borrowing and copying classified geological data is implemented, geological exploration enterprises with geological exploration qualifications whose economic nature does not belong to the state-owned economy cannot borrow and copy classified geological data. At present, this contradiction is more prominent.

4) After the normal use of the electronic reading room, is the previous charging standard applicable? Xinjiang 1993 price charging standard is still used after the electronic reading room of Xinjiang Library is borrowed and copied. This charging standard is formulated for the copying of paper materials. Many borrowers have raised questions in practical work, and there is no charging standard for the public copying of geological materials. In the future, with the increase of open geological data, the backward charging standard will definitely form new troubles.

5) Confidentiality risks in electronic borrowing and copying. In view of the easy transmission and copying of electronic data on the Internet, which brings risks and pressures to the borrowing and copying work, in addition to supporting systems and measures, technical measures should be taken to deal with the electronic carrier of borrowing and copying data.

6) The Security Committee of Xinjiang Land and Resources Department failed to play its due role, which made the lending service of Xinjiang Geological Data Library in a passive state. The secrecy committee of Xinjiang Pavilion is not working normally, and the secrecy committee of information files under the business leadership of the secrecy committee of Xinjiang Pavilion is not established, which makes the secrecy work of Xinjiang Pavilion lag behind and affects the borrowing service and information utilization of Xinjiang Pavilion to some extent.

4. Countermeasures and suggestions for improving service work

1) recently launched the business of "borrowing and copying certificates for classified geological data" to cooperate with the National Library and other brother provincial libraries in handling, using and verifying certificates. Relying on the Regulations on the Management of Geological Data and the Law on Guarding State Secrets, the lending service of classified geological data will be brought into the legal track, and the certificate users will be helped and urged to establish and improve the management system of classified geological data, the system of timely filing of materials by lending managers, and the electronic carrier supervision formatting and permanent deletion of copied materials through the workflow of certificate handling, annual inspection and lending business, so as to ensure that the copied geological data in the archives can be used under the strict control of the certificate users.

2) Apply to deliver the classified cleaning results of files from 1 to 6933 and the classified registration results of files from 6934 to 7500 to the Lending Section for use, so that when lending and copying, the Lending Section can be more clear about whether the borrowed and copied materials are classified, how classified they are, and what the classified contents are, so as to register them more accurately. Using the results of classified cleaning and classified registration, public data without classified information can be screened out and entered the * * * sharing platform to realize the public welfare function of geological data. In addition, it is hoped that all classified data will be decrypted by the results of classified cleaning and classified registration, and the decrypted geological data can be borrowed and copied by geological exploration enterprises with geological exploration qualifications whose economic nature does not belong to the state-owned economy, thus alleviating this contradiction.

3) I hope that Xinjiang Pavilion can ask Xinjiang price management department to review the charging standards for electronic reading and electronic copying of geological data, and price the cost of public copying of geological data, so that the charging price for borrowing and copying geological data is more reasonable and the charging for borrowing and copying work has a price basis.

4) Because of the risk that electronic data is easily copied and spread on the Internet, it is suggested that in the process of borrowing and copying, not only complete systems and regulations should be established, but also the electronic carrier of borrowing and copying data should be technically treated by relying on relevant national laws and regulations. For example, the CD for archives can be used as a unified electronic carrier for borrowing and copying geological data, and the words "special background for copying Xinjiang geological archives" should be on the surface of the CD.

5) At present, a lot of materials in Xinjiang Pavilion are digital achievements. In the actual borrowing work, it is found that the digital JPG format is relatively backward, which is not convenient for geological prospecting units to use. Geological data serving the society has become the requirement of information work. In addition, there are 4 13 files in the old data that cannot be digitized due to serious damage. It is suggested to repair these 4 13 files as soon as possible, so that they can enter electronic reading and information work.

6) It is suggested that the Security Committee of Xinjiang Land and Resources Department exercise its functions, and urge the establishment of the Security Committee of Xinjiang Pavilion Information and Archives under the business leadership of the Security Committee of Xinjiang Pavilion, which is responsible for sorting out the security review of information archives, the examination and approval of borrowing and copying of confidential materials, the standardization, decryption and decryption of geological data in the collection, and determining it as public geological data after applying for decryption to the Security Committee of Xinjiang Pavilion, and is responsible for the decryption of confidential geological data. Be responsible for formulating and explaining the security and confidentiality system of the electronic reading room and all the work related to security and confidentiality in the library, so as to standardize and promote the geological data lending service.

7) At present, Xinjiang Pavilion has no dielectric storage area. Now it is found that some CD-ROM materials can't be opened because they have been stored in ordinary warehouses for a long time, and some materials are lost. Therefore, it is very important to establish a medium storage area for long-term storage of dielectric materials. It is necessary not only to improve the conditions and environment for the long-term preservation of dielectric materials, but also to make more backups, and carefully store more electronic data hard disks in different places 200 kilometers away to prevent the harm of force majeure and uncontrollable forces to precious electronic data. It is suggested that in addition to collecting and delivering to the National Pavilion, the six major regions should also be brought into play, and the backup electronic hard disk should be backed up in the region to which Xinjiang Pavilion belongs, so as to protect precious geological data for a long time and ensure the social service and utilization of geological data.

5 conclusion

Geological data fully reflects its own value, social value and economic value through social services, and reflects the value that geological work that forms geological data has realized for the country and society. Borrowing and using geological data for geological work has formed new geological data to give back to the society. Geological data lending service is the most important way and way for geological data to serve the society, so the goal of geological data lending service is to support geological prospecting and double protection; The task is to help the scientific development of national construction, social progress and economic growth; The purpose is to provide services to the society to the maximum extent; The method is to gradually realize the degree and realm of unconditional social service of geological data through continuous progress and improvement on the basis of conditional utilization of classified services.
