1. Promote and implement the guidelines and policies of the Party Central Committee, the State Council, the Yunnan Provincial Committee and the Provincial People's Government on rural economic work and social development, study and formulate the province's cooperative economic development strategies and development plans, and guide the reform and development of the province's supply and marketing cooperatives.

2. Undertake tasks entrusted by the government and relevant departments, and organize, coordinate and manage the operation of important agricultural production materials and agricultural and sideline products in accordance with government authorization.

3. Participate in the formulation of relevant laws, regulations and policies to promote the development of cooperative economy.

4. Report the opinions and demands of farmer members and supply and marketing cooperatives to the Provincial Party Committee, Provincial People's Government and relevant departments, and safeguard their legitimate rights and interests.

5. Guide the construction of grassroots organizations of supply and marketing cooperatives, improve operation and management, coordinate the relationship between members, and give full play to the collective advantages of the group.

6. Responsible for the organization, planning, coordination, service and construction of the rural circulation system below the county level.

7. Guide the province's supply and marketing cooperatives to develop farmers' cooperative economic organizations, promote the construction of a comprehensive rural service system, open up urban and rural markets, and participate in and promote agricultural industrialization operations.

8. Organize and carry out education and training for members and employees, and provide information services for cooperative economic organizations across the province.

9. Manage and operate social-owned assets at the same level, and perform the functions of investors for directly affiliated enterprises and institutions.

10. Perform the supervision and management responsibilities of the business supervisory unit for provincial-level social groups within the industry, discipline or business scope of the supply and marketing cooperative system.

11. Represent Yunnan Provincial Cooperative Economic Organization and participate in International Cooperative Alliance activities; carry out economic, trade, technology, talent, and exchanges with domestic and foreign economic organizations, social groups, colleges, etc., sign joint venture cooperation agreements, and accept donations and funding.

12. Undertake other matters assigned by the provincial party committee, the provincial people's government, the National Headquarters and superior authorities.
