Article 2 The sanitation facilities in the planned built-up areas of this Municipality shall be managed in accordance with these regulations.

The people's governments of counties and cities under the jurisdiction of the city may formulate regulations on the construction and management of sanitation facilities in this area with reference to these regulations. Article 3 The sanitation facilities mentioned in these Provisions include garbage disposal sites, garbage transfer stations, public toilets, garbage dumping points, sanitation workshops, tool rooms, equipment of sanitation professional institutions, vehicles, trash cans, garbage bins and other sanitation facilities that serve the urban environmental sanitation management. Article 4 The Municipal Appearance Management Committee is the administrative department in charge of the construction and management of urban environmental sanitation facilities. The Municipal Environmental Sanitation Management Office is a functional organization for the construction and management of urban sanitation facilities.

Construction, planning, land, health, love health office and other departments should be in accordance with their respective functions, coordinate the implementation of these provisions. Article 5 The construction of urban environmental sanitation facilities shall be incorporated into the overall urban planning, urban old city reconstruction and new district construction planning, and shall be planned and constructed by the planning and environmental sanitation management department in accordance with the standards for setting urban environmental sanitation facilities promulgated by the Ministry of Construction. Article 10 The setting of urban road garbage bins shall be managed according to the following division of responsibilities.

The municipal environmental sanitation management department is responsible for setting up the garbage bins in the urban first-class sections, and the daily sanitation management is the responsibility of the environmental sanitation department in the sections; The garbage bins, management funds and daily health management set up in the second-class road sections are responsible for the road area and street sanitation departments; Garbage bins in all units and public places are set up and managed by all property rights units. Whoever destroys or steals sanitation facilities, or obstructs, obstructs or destroys the construction of sanitation facilities, thus disrupting social order, shall be dealt with in accordance with the regulations on administrative penalties for public security; If the circumstances are serious enough to constitute a crime, criminal responsibility shall be investigated according to law. Fifteenth if a party refuses to accept the decision on administrative punishment, it may apply for reconsideration or bring an administrative lawsuit according to the Regulations on Administrative Reconsideration and the Administrative Procedure Law of the People's Republic of China.

If a party fails to apply for reconsideration, bring a lawsuit or perform the punishment decision within the time limit, the administrative department that made the punishment decision shall apply to the people's court for compulsory execution according to law. Sixteenth provisions shall be interpreted by the Municipal Appearance Management Committee, and the Municipal Environmental Sanitation Management Office shall be authorized to be responsible for supervision and inspection.
