When a public welfare social organization applies for a public welfare donation bill again, it shall show the proof of receiving (purchasing) the financial bill, and submit the use of the previous public welfare donation bill, including the number of account books (books), the starting and ending numbers, the number of used copies, the number of invalid copies, the amount collected and the stub of the bill. After the financial department has approved the above contents, it will cancel its bill stub and continue to issue public welfare donation bills.

Article 92 Foundations and social service institutions that meet the requirements of legal persons and are established for public welfare purposes with donated property have been registered and established according to law, and obtained the qualification of legal person donation. A legally established venue for religious activities that meets the requirements of a legal person may apply for registration as a legal person and obtain the qualification of a donated legal person.

Article 93 To establish a donated legal person, the articles of association of the legal person shall be formulated according to law. Donating legal persons shall set up decision-making bodies and executive bodies such as the board of directors and democratic management organizations. The chairman and other responsible persons shall act as legal representatives in accordance with the provisions of the articles of association of the legal person. A donor legal person shall set up a supervisory body such as a board of supervisors.

Article 94 Donors have the right to inquire about the use and management of donated property from the donor legal person, and put forward opinions and suggestions, and the donor legal person shall give a timely and truthful reply. If the decision made by the decision-making organ, executive organ or legal representative of the donor legal person violates the articles of association of the donor legal person, the donor or the competent authority and other interested parties may request the people's court to cancel it, but the civil legal relationship formed between the donor legal person and the bona fide counterpart based on the decision will not be affected.
