Measures for the management of project funds of the National Natural Science Foundation of China
Article 1 In order to standardize the use and management of funds for projects funded by the National Natural Science Foundation (hereinafter referred to as projects) and improve the efficiency in the use of funds, according to the Regulations of the National Natural Science Foundation, the State Council's Opinions on Improving and Strengthening the Scientific Research Projects and Fund Management of the Central Government (Guo Fa [2014]1No.) and the State Council's Opinions on Deepening the Central Government Finance,
Article 2 The term "project funds" as mentioned in these Measures refers to the special funds used by the National Natural Science Foundation of China in accordance with the provisions of the National Natural Science Foundation to fund scientific and technological personnel to carry out basic research and frontier exploration of science, and to support talent and team building.
Article 3 The Ministry of Finance shall, in accordance with the national science and technology development plan, combine the fund demand of the National Natural Science Foundation and the possibility of national financial resources, incorporate the project funds into the central financial budget, and be responsible for macro management and supervision.
Article 4 The National Natural Science Foundation of China (hereinafter referred to as NSFC) shall be responsible for the establishment and examination and approval of projects according to law, and conduct specific management and supervision of project funds.
