Shanghai Public Welfare Development Foundation, also known as "Li Anquan", is a funded Public Offering of Fund dedicated to supporting non-governmental public welfare organizations. Founded in 2009, the main sponsor is NPI Non-profit Organization Development Center.

At present, non-governmental public welfare organizations generally lack professional fundraising channels. The shortage of funds makes them tired of maintaining the operation of the organization. They have neither energy nor funds to carry out fund-raising activities nor capacity building.
