(2) The applicant has obtained the doctoral degree for no more than 3 years (based on the registration time of the doctoral degree certificate, and can only declare if he graduates after 2011and obtains the doctoral degree certificate before the deadline for declaration, and the copy of the doctoral degree certificate should be uploaded in the online attachment and attached to the paper materials).

(3) The applicant must have never hosted a scientific research project at or above the provincial level.

(4) The applicant is an associate high school or below.
