Chapter I General Provisions Article 1 In order to strengthen the protection of Quanzhou Historic Site on the Maritime Silk Road (hereinafter referred to as "Hayes Historic Site"), promote the rational utilization of Hayes Historic Site, and inherit excellent historical and cultural heritage, these Regulations are formulated in accordance with the Law of People's Republic of China (PRC) on the Protection of Cultural Relics, the Regulations of Fujian Province on the Protection and Administration of Cultural Relics and other relevant laws and regulations, and in combination with the actual situation of this Municipality. Article 2 The Hayes Monument as mentioned in these Regulations refers to the historical, artistic and scientific relics and sites that reflect Quanzhou's overseas trade and cultural exchanges, including docks, bridges, navigation facilities and commodity production bases that reflect overseas trade and trade. Ancient buildings, tombs, cave temples, stone carvings and murals that reflect cultural exchanges. Article 3 The protection and management of historical sites in Hayes shall follow the principles of giving priority to protection, giving priority to rescue, rational utilization and strengthening management to ensure the authenticity, integrity and continuity of historical sites in Hayes. Article 4 The people's governments of cities and counties (cities, districts) shall be responsible for the protection of Hayes cultural relics within their respective administrative areas and organize the implementation of these Regulations.

Township (town) people's governments and sub-district offices shall assist in safety inspection and other related work, and do a good job in the protection of Hayes historical sites.

Guide and support villagers' committees and residents' committees to organize and formulate village rules and regulations according to law, establish mass protection organizations, and participate in the protection and management of Hayes historical sites. Fifth city and county (city, district) administrative departments of cultural relics shall supervise and manage the protection of Hayes historic sites within their respective administrative areas.

The relevant administrative departments of cities and counties (cities, districts) shall, in accordance with their respective duties, do a good job in the protection of Hayes historical sites according to law. Article 6 The people's governments of cities and counties (cities, districts) shall, according to the actual needs, set up specialized agencies or designated agencies and special personnel to be responsible for the management of Hayes historical sites listed as cultural relics protection units; Hayes historical sites that have not been approved for publication as cultural relics protection units may employ cultural relics protectors for protection and management. Article 7 All units and individuals have the obligation to protect the historical sites in Hayes according to law, and have the right to dissuade, report and accuse the acts of destroying the historical sites in Hayes.

Units and individuals that have made outstanding contributions to the protection, management, utilization and donation of Hayes historical sites shall be rewarded by the people's governments of cities and counties (cities, districts) or the administrative departments of cultural relics according to law. Article 8 The people's governments of cities and counties (cities, districts) shall include the funds for the protection and management of Hayes cultural relics into the fiscal budget at the corresponding level.

Citizens, legal persons and other organizations are encouraged to set up the Hayes Historical Relics Protection Social Fund according to law. Chapter II Protection and Management Article 9 County (city, district) people's governments shall be responsible for the general survey and declaration of Hayes cultural relics and historic sites within their respective administrative areas.

The municipal administrative department of cultural relics is responsible for formulating the evaluation criteria of Hayes monuments, evaluating Hayes monuments, and compiling the "Quanzhou Maritime Silk Road Monument Protection List". In accordance with the provisions of this Ordinance, the county (city, district) people's government did not declare, the municipal administrative department of cultural relics can organize experts to evaluate.

The Municipal People's Government is responsible for the approval and publication of Quanzhou Maritime Silk Road historical sites protection list.

"Quanzhou Maritime Silk Road Historic Site Protection List" needs to be adjusted, which is proposed by the municipal cultural relics administrative department and submitted to the Municipal People's government for approval and promulgation. Tenth Quanzhou Maritime Silk Road historical sites protection list is divided into Hayes historical sites listed in the World Cultural Heritage List and the China World Cultural Heritage Preparation List; Hayes historical sites listed in cultural relics protection units at all levels; Hayes monuments that have not been approved and announced as cultural relics protection units. Eleventh city and county (city, district) cultural relics administrative department shall, jointly with the planning administrative department, organize the preparation of Hayes historic site protection plan. Among them, the Hayes historic site protection plan listed in the World Cultural Heritage List, China World Cultural Heritage Reserve List and national key cultural relics protection units shall be submitted to the provincial people's government for approval and promulgation in accordance with relevant regulations; Included in the provincial and municipal cultural relics protection units of Hayes historic site protection plan, approved by the Municipal People's government; The protection planning of other places of interest in Hayes shall be reported to the local county (city, district) people's government for approval and promulgation, and reported to the municipal cultural relics administrative department for the record.

After the protection plan is approved and promulgated, it shall be strictly implemented and shall not be modified without authorization; If it is really necessary to amend it, it shall be reported to the original approval authority for approval. Twelfth Hayes historical sites should be protected and managed in accordance with the designated protected areas. Those listed in the World Cultural Heritage List and China World Cultural Heritage Reserve List shall be protected and managed in accordance with the designated heritage areas and buffer zones; Those listed in cultural relics protection units at all levels shall be protected and managed in accordance with the designated protection scope and construction control zone; If it has not been approved and announced as a cultural relics protection unit, the cultural relics administrative department of the county (city, district) where it is located shall delimit the scope of protection and publish it. The administrative department of cultural relics at the location of Hayes historic site shall set up protection signs. Thirteenth in the heritage sites and Hayes historical sites within the scope of protection, construction projects or blasting, drilling, excavation and other operations unrelated to the protection of Hayes historical sites shall not be carried out. If blasting, drilling, excavation and other construction projects or operations are really needed for protection, they shall be submitted for approval according to law if they are included in the World Cultural Heritage List, the China World Cultural Heritage Preparatory List and the Hayes Historical Sites of cultural relics protection units at all levels; Hayes historical sites that have not been approved for publication as cultural relics protection units shall be reported to the cultural relics administrative department of the county (city, district) for approval.

If a construction project is carried out in the buffer zone and construction control zone of Hayes site, the project design scheme shall conform to the protection plan and be submitted for approval according to law.

Construction projects approved in the preceding two paragraphs shall be examined and approved by relevant administrative departments such as cultural relics and housing construction. The owner unit shall strengthen the supervision and management of construction, and timely discover and correct illegal acts.
