Comprehensive bidding centers at or above the county level provide services for the selection of bidding agencies.
Article 4
Where the use of state-owned capital investment projects, state-funded projects, the use of international organizations or foreign government funds projects, to encourage tenderers to choose a bidding agency in the form of open competition.
Article 5
When selecting a bidding agency, the tenderee shall enter the comprehensive bidding center for operation according to the procedural specifications, and the tenderee shall be responsible for organizing it.
Article 6
Agency selection activities are generally carried out in accordance with the following procedures:
(a) Preparation of selection documents;
(2) Issuing a selection announcement;
(3) The applicant's application for selection;
(4) Accepting the selection application submitted by the selection applicant;
(five) the formation of the review committee;
(six) announced the main contents of the selection application on the spot, review the selection application, and submit the review report after the review;
(seven) to determine the selection results and publicity;
(8) Signing agency contracts;
(nine) submit the relevant information to the comprehensive bidding center for the record.
Article 7
The bid inviter's calibration institution shall issue a calibration announcement on the website of the comprehensive bidding center. The selection announcement shall include the following contents:
(a) the name, address and contact information of the tenderer;
(two) the project name, construction site, quantity, brief technical requirements, the nature of the project subject to tender, etc. ;
(3) Qualification requirements of the tendering agency;
(four) the time, place and method of obtaining the selection documents;
(five) the deadline and place for submitting the application for selection. The minimum time shall be no less than 5 working days from the date of publication of the selection documents to the date of submission of the selection application.
Article 8
Once the selection document is issued, it shall generally not be changed. If it is really necessary to change, it shall be changed 3 days before the deadline for submitting the selection application, and notify the comprehensive bidding center, and notify all applicants who have received the selection documents in writing. After the change, the submission time of the selection application shall be postponed.
Article 9
The applicant shall submit the application for selection in accordance with the time, place and method specified in the selection documents. If the application is not submitted in the specified time and manner, the tenderer has the right to refuse to accept it.
Article 10
In any of the following circumstances, the tenderer will not accept the application for selecting a tendering agency:
(1) Being disqualified according to law;
(2) Being ordered to suspend business according to law, and within the penalty period;
(3) The property is taken over or frozen according to law;
(four) in the past two years, due to fraud, collusion, collusion and other acts, by administrative or criminal punishment.
Article 11
The evaluation of the selection generally adopts the comprehensive scoring method. Evaluation indicators can be set with reference to the following standards:
(a) the basic situation of the enterprise and the performance of similar projects, the reference weight is 30%;
(2) Agency scheme, with reference weight of 50%;
(three) the bidding agency fee quotation, the reference weight is 20%. The bidding agency fee is quoted according to the document "Ji Jia [2002] 1980" of the former State Planning Commission, which embodies the principle of giving priority to the lowest price within the specified scope.
Article 12
The composition of the review committee and the selection of experts shall be conducted with reference to public bidding. The bid evaluation committee shall conduct bid evaluation in accordance with the bid evaluation standards and methods specified in the selection documents. The bid evaluation methods not specified in the selection documents shall not be adopted, and the bid evaluation standards and methods shall not be changed.
Article 13
After the completion of the review, the review committee shall submit a written review report and recommend a corresponding number of institutions as candidate institutions according to the order of the scores.
Article 14
The tenderer shall determine the winning bidder in the order of candidates recommended by the bid evaluation committee, or may authorize the bid evaluation committee to directly determine the winning bidder. After the winning bidder is determined, the tenderer shall not eliminate it except in legal circumstances.
Article 15
These Measures shall be implemented as of the date of promulgation.
