Chapter I General Provisions Article 1 In order to promote the high-level opening and high-quality development of Yangpu Economic Development Zone (hereinafter referred to as Yangpu Economic Development Zone) of Hainan Free Trade Port, these Provisions are formulated in accordance with relevant laws and regulations and combined with the actual situation of Yangpu Economic Development Zone. Article 2 These Regulations shall apply to the planning, construction, management and service of Yangpu Economic Development Zone Management Zone (including the planning control scope) and adjacent sea areas approved by the State Council and the provincial people's government. Article 3 The construction and development of Yangpu Economic Development Zone shall follow the principles of openness and innovation, regional coordination, green and low carbon, conform to the international high-level economic and trade rules, take institutional integration and innovation as the core, take the lead in implementing and innovating the policy system of Hainan Free Trade Port, form an internationally competitive open policy and institutional system, and play the role of Hainan Free Trade Port as a pioneer zone and a high-quality development growth pole. Article 4 Take the lead in implementing the import and export management system of "first-line liberalization" and "second-line control" in Yangpu Bonded Port Area. On the basis of effective supervision according to law, we will promote the opening-up process in an orderly manner, support Yangpu Economic Development Zone to implement the import and export management system of "first-line" liberalization and "second-line" management, and promote the liberalization and facilitation of trade and investment. Article 5 Yangpu Economic Development Zone shall focus on the strategic orientation of Hainan Free Trade Port construction, serve the "Belt and Road" construction and major national strategies such as maritime power and new land and sea passages in the west, and promote high-level opening up. Chapter II Management System Article 6 The provincial people's government shall establish the Yangpu Economic Development Zone Management Committee (hereinafter referred to as Yangpu Management Committee). Yangpu Management Committee exercises the provincial administrative power according to the authorization, and cooperates with Danzhou Municipal People's Government to conduct unified planning, development, construction and management of Yangpu Economic Development Zone. Article 7 The provincial people's government shall strengthen the organization and leadership of the construction of Yangpu Economic Development Zone, actively support the major project arrangement, policy advance and institutional mechanism innovation of Yangpu Economic Development Zone, and study and solve major issues and problems in the construction of Yangpu Economic Development Zone.

The relevant departments of the provincial people's government shall, according to their respective functions and duties, promote the construction and development of Yangpu Economic Development Zone, and the relevant municipal and county people's governments shall give support and cooperation.

Customs, maritime affairs, border inspection, taxation and other central units stationed in Qiong have set up working offices in Yangpu Economic Development Zone (hereinafter referred to as accredited offices) to jointly promote the implementation of relevant institutional innovation measures with Yangpu Economic Development Zone within their respective statutory responsibilities. Yangpu Economic Development Zone shall provide convenience and assistance for resident offices to perform their duties. Article 8 The provincial people's government shall, in accordance with the principle of promoting the construction of Hainan Free Trade Port and regional coordinated development, build a more dynamic and efficient management system in Yangpu Economic Development Zone. Article 9 Yangpu Economic Development Zone may set up a statutory body according to law and explore the implementation of an enterprise-oriented and market-oriented personnel management system. Article 10 Yangpu Economic Development Zone shall, in accordance with the principle of paying equal attention to incentives and constraints, implement a salary and salary system that reflects work performance and classified management. Chapter III Development and Construction Article 11 Yangpu Administrative Committee shall be responsible for the compilation, examination and approval and implementation of the land and space planning of Yangpu Economic Development Zone, and report it to the provincial people's government for the record.

The provincial people's government and Danzhou Municipal People's government should strengthen the planning convergence and control of the surrounding areas of Yangpu Economic Development Zone, and promote the interconnection of infrastructure, mutual assistance of urban functions and coordinated linkage of industrial development. Article 12 Yangpu Economic Development Zone shall strengthen the overall planning and synchronous construction of infrastructure such as road network, power grid, optical network, gas network and water network and supporting services for production and life, promote the integrated development of production and city, and build a modern international coastal industrial new city. Article 13 Yangpu Management Committee may set up a development and operation company, entrust it to be responsible for land development, investment attraction and industrial investment in Yangpu Economic Development Zone, and participate in the organization and implementation of management services in Yangpu Economic Development Zone. Article 14 The provincial people's government and its relevant departments shall support the development of Yangpu Economic Development Zone, and give full consideration to the development needs of Yangpu Economic Development Zone in arranging the annual new construction land index, the cross-regional occupation and compensation balance of cultivated land and forest land, the use of sea areas, energy consumption and emissions, etc.

The provincial people's government and its relevant departments shall give full consideration to the development needs of Yangpu Economic Development Zone when arranging projects and provincial key park funds, industrial guidance funds, central budget funds, local government bonds and land reserve plans, and strive to incorporate them into the national development plan. Article 15 The Yangpu Administrative Committee may, according to the authorization, reserve land, and use the land reserved by the government that is not supplied within the scope of Yangpu Economic Development Zone by means of lease or temporary use, but it shall not affect the normal supply of land.

Yangpu Economic Development Zone can supply land in various ways, such as allocation, transfer, lease, investment at a fixed price or shareholding. It is allowed to use rural collective construction land for industrial projects by means of transfer, lease, investment at a fixed price or shareholding. Support Yangpu Economic Development Zone to carry out pilot projects of new industrial land and promote the implementation of the standard system.

Support Yangpu Economic Development Zone to innovate existing construction land disposal methods. Yangpu Economic Development Zone can compile, publish and implement benchmark land price and demarcated land price on its own according to authorization. Article 16 Yangpu Economic Development Zone shall optimize the spatial layout of ecological environment, build a pattern of ecological security, new urbanization and industrial development that matches the carrying capacity of resources and environment, innovate a green supervision system, establish a modern supervision system for ecological environment and resource protection, and strictly abide by the control requirements such as the red line of ecological protection, the bottom line of environmental quality, online utilization of resources and the list of access to ecological environment, so as to ensure that development is not overloaded and the bottom line is not broken.

Yangpu Economic Development Zone should follow the principle of "reduction, reuse and recycling", develop circular economy and coordinate the development of social economy and ecological environment.
