2. The Association is a non-profit organization that contacts friendly groups and people at home and abroad and provides support and funding for the purpose of the Association. It is an independent corporate body. 3. Taiwan Province, Hongkong and Macao compatriots and their organizations are willing to establish Soong Ching Ling Foundation or other corresponding institutions in their regions, and this Association is willing to establish friendly relations with them; If foreign friends, overseas Chinese and their organizations are willing to set up Soong Ching Ling Foundation or other corresponding institutions in their countries, the Association is willing to establish friendly relations with them.

6. To decide on the major principles, policies, plans and projects of our work. The Standing Council is the permanent body of the Council of this Association. When the Council is not in session, the Standing Council shall perform the functions and powers of the Council. The term of office of the Standing Council is the same as that of the Council. Hold a meeting once a year, and convene an interim meeting when necessary. Functions and powers of the Standing Council:
1. Interpret the Articles of Association and supervise the implementation of the Articles of Association;
2. Audit and supervise the fund management and use, annual budget and final accounts of this Association;

The meeting of directors and the meeting of executive directors shall be convened and presided over by the chairman of the association. 5. Important matters related to the work of the foundation shall be discussed and decided by the chairman and vice chairman's office meeting, and the secretary general shall organize the implementation. The Secretary-General is the legal representative of the Association.
VI. The Association may employ some special consultants and honorary directors.
VII. Sources of funds for the Association:
1. Donations from domestic organs, organizations, military units, enterprises, institutions and other units and individuals, as well as donations from organizations and individuals of Taiwan Province, Hongkong and Macao compatriots;
2. donations from overseas Chinese, foreign friendly groups and people;
3. funds paid by the subordinate units of this association;
4. Fund appreciation allowed by national policies;
5. others.
VIII. The fund of the Association belongs to the special fund, which respects the wishes of the donors and is directly used for related undertakings that conform to the purposes and tasks of the Association. When necessary, no more than 5% of the fund can be used for business work. The Association shall establish an independent accounting and auditing system for fund management, report the financial status to the Board of Directors and the Standing Council on a regular basis, and accept the supervision of the civil affairs department and the People's Bank of China.
IX. The Articles of Association shall come into force as of the date of formal adoption by the Council.
