Currently, according to the regulations of the Education Bureau, there is no clear concept of first batch and second batch of undergraduate students.

The school's predecessor was the private Qingdao University founded by Gao Enhong in 1924. In June 1929, the Ministry of Education of the National Government accepted the suggestion of the famous educator Cai Yuanpei and prepared to establish the National Qingdao University on the basis of the original private Qingdao University. In 1932, it was renamed National Shandong University.

In March 1959, Shandong Ocean University was established on the basis of some departments of Shandong University, and was listed as a key comprehensive university directly under the Ministry of Education. In January 1988, it was renamed Qingdao Ocean University; in 2002, it was renamed Ocean University of China.

As of December 2020, the school has three campuses, Laoshan, Yushan and Fushan, and is under construction on the Ocean University of China West Coast Campus, Ocean University of China Shenzhen Research Institute, and Ocean University of China Sanya Ocean Research Institute; it has 21 colleges and 1 basic school.

Wang Shuguang, former director of the State Oceanic Administration, is employed as school counselor, professor, and dean of Ocean Development Research Institute of Ocean University of China. Physicist Qian Zhirong is employed by the school.
