According to the arrangement of the Provincial Family Planning Association to carry out the pilot project of "Fertility Care", the Family Planning Association of our county, based on the working principle of "putting fertility care into practice and making good use of project funds", takes "happiness project" and "family planning rescue action" as the main body, and promotes caring for the only child and girls by focusing on caring for poor family planning (poor mothers) and rural family planning entrepreneurs. After nearly 1 months' efforts, the activity has come to an end temporarily, and the activities are now reported as follows.
1. Basic information
2xx After our county was identified as the first pilot county of the "maternity care" project by the Provincial Family Planning Association in July, we organized the training of relevant personnel and the investigation of the assisting objects in time. According to the work arrangement, we invested 211,482 yuan in special care funds, with the total investment exceeding 5.7% compared with the allocated project funds of 2, yuan. Among them, the aid fund is 175,65 yuan, the publicity expenses such as theme tour and feature film production are 31,4 yuan, and the expenses such as pre-training, mapping and data printing are 4,432 yuan. * * * Condolences to 96 families who lost their independence, were sick and disabled, and suffered from extreme poverty, gives help and support to 9 rural family planning entrepreneurs, and gives emergency assistance to 2 family planning families affected by the "9.1" rainstorm disaster in 2xx. Through the close cooperation of relevant departments at all levels and various forms of help and condolences, the pilot work of the "fertility care" project in the county has been promoted in an orderly manner with obvious results.
Second, the main methods
(1) The leaders attach importance to it and make careful arrangements. 2xx After the "Training Meeting on Fertility Care Project" of the Provincial Family Planning Association on July 2nd, we set up the "Fertility Care Project" activity leading group with the deputy head in charge as the team leader and the relevant personnel of the county party committee office, the county government office, the county finance bureau, the county family planning association and the county population and family planning bureau as members in time according to the requirements of the "Pilot Program of Fertility Care for Family Planning Association of the Province". After clarifying the significance and relevant requirements of the project work, The general idea of "helping the poor, helping the rich, and publicizing and leading" was determined, and documents such as the Pilot Work Plan of the Maternity Care Project, the Notice on Finding out the Birth Care Survey, and the Assistance Plan of the Birth Care Project were formulated and issued in time, and special work meetings were held to make careful arrangements for the pilot work of the project.

According to the principle of "giving priority to difficulties and helping effectively", the County Family Planning Association initially took 3 families who lost their children, 27 families with sick children, 42 families with poor family planning, 99 basic care families and 9 family planning entrepreneurs as care objects and made publicity at the county, township (town) and village levels. During the one-week publicity, it was found that Huang Kailin (who died during the publicity), Zhao Congqi of Tongshe Town and Du Wenxing of Qingdi Township in the basic households decided to cancel the qualifications of these three households after re-verification and confirmation, and informed criticism was held for the relevant responsible persons. Finally, 96 basic households, 9 helping households and 2 poor households in the "9.1" rainstorm were identified as caring objects, thus ensuring the fairness, openness and justice of the use of funds for this project.
(4) cash in the funds through the tour. After nearly four months of preparatory work, our county started the fund cashing work of the "Fertility Care" project in time. Take advantage of the opportunity of returning home for migrant workers and businessmen on New Year's Day and Spring Festival of 2xx to carry out relatively concentrated cash activities, and take the family planning condolence performance of Gardener Art Troupe of County Family Planning Association as a platform to enhance the publicity-oriented effect. The tour has been held in 1 towns and villages, such as Jinhua and Jinhe. Through the performances of the Gardener Art Troupe, such as eulogizing the national policy of family planning, publicizing the birth policy and introducing the action of birth care, the people's response to the basic national policy has been aroused, and the sympathy and concern for families with family planning difficulties have been aroused. During the tour, the members of the leading group for the pilot project of "Fertility Care" in the county were divided into four cashing groups, which successively distributed 1,65 yuan (including 98,3 yuan of assistance funds and 2,35 yuan of preparation expenses for the issuing ceremony) to 96 basic condolence households in 3 townships and 3 sub-district offices in the county, and cashed 57, yuan (* *) to 9 rural family planning entrepreneurs such as Li Dailong, a farmer in Jinhua Town, and Zhou Jun, a grower in Quhe Township. In addition, in the "9.1" rainstorm disaster in 2xx, the County Family Planning Association also gave emergency care to 2 families with family planning difficulties in Qinggang Town, Fuhe Township and Fuxi Town, and successively invested 18, yuan in living materials and disaster relief funds to help the people save themselves.
(5) Follow-up and follow-up services. After cashing in the funds, the Family Planning Association of our county focused on strengthening the follow-up service. First, while the county association requires the grass-roots association to continue to help the caring objects, the bureau team also forms a pair with the caring objects. Hou Ying, executive vice president of the County Family Planning Association and director of the Population and Family Planning Bureau, visited the home of Li Dailong, a farmer in Jinhua Town, for follow-up three times, and invited experts from the County Animal Husbandry Bureau to give him technical guidance. Luo Minglang, vice president, helped Huang Shuming, a farmer in Guangxing Town, contact the pig sales channel; Chen Qinglan, deputy director, made full use of his past professional knowledge in forestry to guide the construction of jujube garden in Zhou Jun, a grower in Quhe Township. First, at the beginning of the activity, through meetings and documents within the family planning system and between relevant departments, the high awareness of the purpose and significance of the activity and the training and improvement of business ability were emphasized, thus enhancing the sense of responsibility of relevant personnel. Second, at every stage of the activity, it was widely publicized through briefings, circulars, blackboard newspapers, columns, promotion meetings, radio and television, newspaper news reports and slogans. During the activity, there were 2 bulletins and 9 briefings, 12 newspaper and radio and television reports, 3 special work promotion meetings, 72 slogans and 26 exhibition boards, and 38 blackboard newspapers and columns. At the same time, the county TV station recorded a TV feature film "Childbearing Care for People's Livelihood", which fully reflected the caring action. The third is to carry out a theme tour, combined with cash, voluntary medical treatment and policy consultation, to create an activity atmosphere, strengthen publicity and lead the effect. Third, gain experience
(1) Fully understanding is the premise, and attaching great importance to it is the key. After our county was identified as the first pilot county of the "Fertility Care" project in the province and participated in the training meeting organized by the Provincial Family Planning Association, we deeply felt that it was an arduous and glorious project of family planning benefiting the people. Family planning associations at all levels in the county and village made special reports to the party and government leaders at the same level in time, and won great attention. Relevant institutions were established in time, joint meetings were held to study the plan, implement the responsibilities, and provided strong guarantees in terms of people, money and materials.
(2) standardizing procedures is the premise, and making good use of funds is fundamental. The essence of project work is to make good use of funds, that is, to spend money on objects that meet the project conditions, and to do this, we must standardize the project operation procedures. For this reason, our county has formulated the working principles of setting county conditions, reporting the township to the bottom, reviewing the county, and confirming by three levels of publicity. On this basis, nearly 3 objects reported initially were screened and rechecked twice, and then publicized. Finally, 125 eligible objects were determined, and the distribution of care funds was determined according to different situations. In order to avoid the improper distribution of funds, we adopted the method of grouping and dicing, sending them directly to the target, and leaving fingerprints by the parties. The county project work leading group supervised the whole process of the use of funds, thus ensuring that all the funds for maternity care were in place under the premise of openness and fairness.
(3) Publicity service is the premise, and changing ideas is the purpose. Maternity care activity is a policy of family planning and benefiting the people, aiming at fully embodying the advantages of family planning, fundamentally relieving people's worries, and thus establishing a new concept of marriage and childbearing. Therefore, we pay special attention to the publicity and service in the process of activities, and pay more attention to being close to the masses and life in the way of publicity and service, and try to highlight the theme of "maternity care" to create an atmosphere, model and image. In this way, first, gradually improve the life of families with family planning difficulties through basic care, and further expand the cohesion and influence of family planning associations among the masses; The second is to give support to the rural family planning family development industry, help the masses develop the project of getting rich, and achieve the goal of helping one family and affecting one.
Fourth, there are problems
First, the activity progress is slow. After our county was identified as the first batch of pilot counties of "Fertility Care" project in the province, although the work started in time, because of the "9.1" torrential rain that happened once every few decades, there were temporarily poor family planning households who needed assistance, which greatly increased the workload of coping with the disaster and special investigations. In addition, we had the idea of taking care more slowly and working more carefully, so we could not meet the original plan before the end of 2xx.
Second, the care is light. Although the caring fund of 2, yuan is not a small sum, our county is a large agricultural county with a population of one million, and the people who meet the caring conditions and need to provide care and assistance are also a large group. Therefore, no matter in the amount of care funds or in the face of care objects, we have failed to take care of both, so there is always some confusion about whether this work will bring negative effects, including the details on the propaganda level, so we must think twice and be cautious. In short, because of the limited amount of project funds and supporting funds, this care has not fundamentally solved the practical difficulties of the caring objects.
thirdly, the follow-up service is soft. On the one hand, due to the project funds to be used within the specified time, coupled with the lack of matching mechanism of funds and successful experience for reference, this caring activity, except for nine family planning families, is generally limited to visiting and sending them to solatium, and there is basically no follow-up service. On the other hand, the organizational network of some grass-roots associations is not perfect enough, the staff lack the service concept, the understanding of extending and expanding the work results of the "maternity care" project is insufficient, and even there are phenomena of isolation, indifference and wait and see.
