"Notice on Price Policy for Power Generation Projects" (Fa Gai Price Regulations [2017] No. 2196) is forwarded to you and the relevant matters are clarified as follows. Please implement them carefully.

1. Photovoltaic power stations (1) Photovoltaic power generation in our province belongs to Category Ш resource areas. According to the National Development and Reform Price Regulations [2017] No. 2196, the benchmark on-grid electricity price for photovoltaic power stations put into operation after January 1, 2018 is 0.75 per kilowatt hour.

) relevant regulations shall be implemented; but if it has not been put into operation on June 30, 2018, the province's benchmark on-grid electricity price for 2018 will be implemented, which is 0.75 yuan per kilowatt hour.

(3) The benchmark electricity price for village-level photovoltaic poverty alleviation power stations (0.5 MW and below) included in the "13th Five-Year Plan" photovoltaic poverty alleviation plan issued by the National Energy Administration and the State Council Poverty Alleviation Office remains unchanged at 0.85 yuan per kilowatt hour.

2. Distributed photovoltaic power generation projects (1) For distributed photovoltaic power generation projects that are put into operation after January 1, 2018 in our province and adopt the "spontaneous self-use, surplus grid" mode, the full-scale electricity subsidy standard is adjusted to one kilowatt.

However, the full-scale electricity subsidy standard for household distributed photovoltaic poverty alleviation projects included in the photovoltaic poverty alleviation plan of the National Energy Administration and the State Council Poverty Alleviation Office remains unchanged at 0.42 yuan per kilowatt hour.

(2) Distributed photovoltaic power generation projects that are put into operation after January 1, 2018 in our province and adopt the "full grid" model will be subject to the benchmark grid-connected electricity price for photovoltaic power stations in our province, which is 0.75 yuan per kilowatt hour.

(3) The self-consumption of distributed photovoltaic power generation projects is exempt from various government funds and surcharges, system reserve capacity fees and other related grid connection service fees levied with the electricity price.

3. Other matters (1) Each new energy power generation enterprise and power grid enterprise must truly and completely record and save information such as online transaction volume, price and subsidy amount of relevant power generation projects, accept supervision and inspection by relevant departments, and submit the information before the 10th of each month.

Relevant data are reported to the National Renewable Energy Information Management Center.

(2) The on-grid electricity price of photovoltaic power generation projects in our province must be strictly implemented in accordance with the national price policy, and our committee will no longer reply one by one.

Pricing authorities at all levels should strengthen the supervision of the implementation of new energy on-grid electricity prices and the settlement of electricity price subsidies, and urge the implementation of relevant on-grid electricity price policies.

(3) If the photovoltaic power generation nearby consumption and distribution price reform and the market-based bidding and pricing pilot are carried out in accordance with relevant national regulations, the on-grid electricity price shall not be higher than the benchmark on-grid electricity price of photovoltaic power stations in our province for the same period, and the power grid enterprise shall settle the price based on the price formed by market competition.
