Environmental protection is the basic national policy of China. The state pays more and more attention to environmental protection. 3. Policies and measures on sources of funds for environmental protection In order to protect the environment and control pollution, the State Council and relevant departments have formulated administrative regulations and departmental rules such as Interim Measures for Paid Use of Special Funds for Pollution Source Control, Measures for Profit Retention of Comprehensive Utilization Products for Industrial and Mining Enterprises to Control "Three Wastes" Pollution, and Notice on Provisions on Channels of Funds for Environmental Protection, ensuring important sources of funds for environmental protection and control. Some provinces, cities and districts have also formulated corresponding laws and regulations.

The "Outline" emphasizes the need to implement strong environmental protection measures: First, implement environmental protection responsibilities. The main leaders of the local party and government and the main leaders of various departments are the first responsible persons for environmental protection in their respective jurisdictions and systems. Implement annual target management for the main tasks and indicators of environmental protection, conduct regular assessments, and establish and improve the accountability system. Second, vigorously develop circular economy. According to the principle of "reduction, reuse and resource utilization" and the requirements of ecological environment, we will design and transform products and industrial zones, formulate and implement a circular economy promotion plan, and realize the coordinated development of environment and economy. The third is to increase investment in environmental protection. Governments at all levels should take environmental protection as the key content of their fiscal expenditure and increase it year by year, and increase capital investment in river basin pollution prevention, environmental protection pilot demonstration and environmental protection supervision capacity building. The fourth is to strengthen environmental supervision. Establish and improve the environmental supervision system of national supervision, local supervision and unit responsibility. Improve the environmental monitoring, early warning and emergency response system to prevent the occurrence of serious environmental pollution incidents. Strict implementation of environmental laws and regulations, focusing on investigating all kinds of environmental violations. Strictly implement the system of total pollutant discharge control, pollutant discharge permit, environmental impact assessment, cleaner production audit, compulsory elimination, deadline governance, environmental labeling and certification. The fifth is to increase public participation. For major development planning and construction projects involving public environmental rights and interests, public opinions should be fully listened to through hearings, demonstration meetings or publicity. Sixth, vigorously develop the environmental protection industry. Further improve the technical level of environmental protection equipment. Establish and improve the investment and financing mechanism of pollution control facilities, and encourage all kinds of social funds to invest in the construction of pollution control facilities. Seventh, expand international environmental cooperation and exchanges. Actively introduce foreign capital, advanced environmental protection technology and management experience. Participate in international conventions and related trade and environment negotiations, fulfill corresponding international obligations, and safeguard national environmental and development rights and interests.
