From March 1985 to May 1988, Zhao and Chen Yisheng led the investigation and made a comprehensive survey of more than 50 science and technology industrial parks in nearly 20 countries and regions in the world, as well as the basic situation of areas with good intellectual resources, industrial technology foundation and policy environment in China.
