Article 1 Project initiation, application and review

1. The research of key projects should embody the principles of limited objectives, limited scale, focused and capable team. Generally speaking, there is no theme in the project. If necessary, there should be no more than three topics.

2. The applicant shall make an overall application according to the name, contents and objectives published in the Guide to Key Projects of the National Natural Science Foundation. Scientific researchers who do not have the overall application ability can organize joint application, but there should not be too many cooperative units.

3 scientific and technical personnel with senior titles can only participate in the research of a major or key project, and the project leader, the project leader and the main participants of the project and the project are regarded as participating in the research.

4. The experts of the discipline evaluation team avoid participating in the evaluation activities of the application project by themselves and their units. If a special appraisal is organized, experts from the project applicant are not invited to participate in the appraisal group. Article 2 Implementation and management of the plan

1. During the implementation of key projects, if it is necessary to change the project research plan, it shall be proposed by the project academic leading group, and the project leader shall submit a written report through his unit; If the project plan is changed, the person in charge of the project shall submit a written report through the unit after obtaining the consent of the academic leading group of the project. Changes in the research plan should be reported to the counterpart science department for review, approved by the director in charge of the Committee, and sent to the Comprehensive Planning Bureau (hereinafter referred to as the Planning Bureau) for the record.

2. Every year, the project leader will summarize the annual progress report of each project, and fill in the annual progress report of the project on this basis (the format of the annual progress report is the same as that of the same project), and submit it to the counterpart science department for review before June 65438+ 10/5 of the following year as the basis for next year's funding.

3. In the process of mid-term implementation of key projects, all scientific departments should adopt adaptive methods to check the progress of the project, and put forward adjustment opinions on the research plan, personnel and funds of the project as appropriate. After the mid-term inspection, the Ministry of Science should fill in the Mid-term Inspection Report of Key Projects, report it to the director (deputy director) in charge of the Committee for approval, and send it to the Planning Bureau for the record.

4. Project leader change and project suspension

(1) If the project leader (project leader) has been away from the research work of the project (project) for more than half a year and less than one year, the academic leading group of the project should propose a suitable agent in advance, and report it to the counterpart science department for examination and approval after approval by the unit.

(2) If the project leader (project leader) has left the research work of the project (project) for more than one year, the academic leading group of the project should arrange a suitable replacement candidate in time (the replacement of the project leader needs the consent of the project leader), and report it to the counterpart science department for review after the consent of the unit, and the director (deputy director) in charge of the Committee will approve it and send it to the Planning Bureau for the record.

(3) If the project (project) cannot be carried out halfway due to the reason in Item (2) of the preceding paragraph, or the person in charge of the project (project) has no suitable candidate to change, the project (project) funding will be suspended. When the project is suspended, with the consent of the academic leading group of the project, the unit shall report it to the counterpart science department for approval; The suspension of project funds, after research by the project academic leading group, is proposed by the project leader, audited by the Ministry of Science, and reported to the director (deputy director) in charge of the Committee for approval. The balance of funds for key projects of the Ministry of Science (including allocated funds and undistributed funds) shall be recovered, and the suspension procedures and financial statements shall be submitted in accordance with the provisions of the Measures for the Administration of General Supported Projects of the National Natural Science Foundation.

(4) During the implementation of key projects, if the person in charge of the project (or project) changes, the project (or project) is suspended, and the funds determined by the mid-term inspection change, the Ministry of Science will fill in the Notice of Change of Supported Projects and send it to the Planning Bureau for corresponding changes. Article 3 Funds

1. Key project funds are allocated synchronously with the projects under study in the first quarter of each year.

2. Before the implementation of the jointly funded project, the Ministry of Science shall negotiate with the funding unit on the amount, scope of use and obligations of all parties, and sign the Agreement after consultation with the Planning Bureau. Article 4 Conclusion and acceptance

Within 6 months after the conclusion of key projects, the person in charge of the project shall organize to write a summary report (the format is the same as that of general projects) according to the provisions of Article 16 of the Measures for the Administration of Projects Funded by the National Natural Science Foundation, collect published papers, works and other materials related to research results, and organize experts to conduct acceptance after passing the examination by the Ministry of Science in conjunction with the Planning Bureau.
