Units occupying forest land shall pay the forest vegetation restoration fee. Measures for the collection and use of forest vegetation restoration fees shall be formulated by the finance department of the State Council in conjunction with the competent forestry department.

The competent forestry authorities of the people's governments at or above the county level shall arrange afforestation and restore forest vegetation in accordance with the regulations, and the afforestation area shall not be less than the forest vegetation area reduced due to the occupation of forest land. The competent forestry authorities at higher levels shall regularly urge the competent forestry authorities at lower levels to organize afforestation, restore forest vegetation and conduct inspections.

"Regulations for the Implementation of Forest Law of People's Republic of China (PRC)" Article 37 The timber inspection station established in the forest area with the approval of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government is responsible for inspecting timber transportation; If the timber is transported without a license, the timber inspection station shall stop it, temporarily detain the timber transported without a license, and immediately report it to the competent forestry department of the people's government at or above the county level for handling according to law.
