the adjustment and cancellation of the party branch is generally approved by the township (street) or the grass-roots party committee of the unit where it is located, or it can be directly decided by the grass-roots party committee of the township (street) or unit where it is located and reported to the organization department of the higher-level party committee for the record.

article 8 if the organizational relationship of party member is not transferred to an organization temporarily established to perform a certain task, a temporary party branch may be established with the approval of the higher-level party organization.

The temporary party branch mainly organizes party member to carry out political study, educate, manage and supervise party member, and educate and train activists who join the Party. Generally, it does not develop party member, punish and dispose of party member, collect party dues, elect deputies to the Party Congress and conduct general elections.
