Engaged in the production, management, transportation, use, supervision and management of ready-mixed concrete and ready-mixed mortar within the administrative region of this province, in accordance with the relevant provisions of this Ordinance. Article 3 The production and use of cement shall adhere to the principle of developing bulk and restricting bagging, and promote the development of bulk cement through the popularization and application of ready-mixed concrete and ready-mixed mortar. Article 4 The term "bulk cement" as mentioned in these Regulations refers to cement that is transported, transported, stored and used directly by special equipment without packaging.
The term "ready-mixed concrete" as mentioned in these Regulations refers to a mixture made of cement, aggregate, water, necessary additives and admixtures in a certain proportion, which is metered and stirred in a mixing station and transported to the place of use by transport vehicles within a specified time.
The term "ready-mixed mortar" as mentioned in these Regulations refers to a mixture made of cement, sand, additives, admixtures and other materials in a certain proportion, which is transported to the place of use by transport vehicles after being metered and stirred by production enterprises. Fifth local people's governments at or above the county level shall incorporate the development of bulk cement into the national economic and social development plan, formulate the objectives and policies and measures to promote the development of bulk cement, and organize their implementation.
Township people's governments shall assist in the implementation of various measures for the development of bulk cement. Article 6 The administrative departments of bulk cement of local people's governments at or above the county level shall be responsible for the supervision and management of the development of bulk cement within their respective administrative areas. The bulk cement management institution established according to law is responsible for the specific management of the development of bulk cement, and the required funds are included in the fiscal budget at the same level according to regulations.
Other relevant administrative departments of local people's governments at or above the county level shall, according to their respective responsibilities, do a good job in promoting the development of bulk cement. Seventh units and individuals that have made remarkable achievements in the development of bulk cement shall be commended and rewarded by the local people's governments at or above the county level or the administrative departments of bulk cement. Chapter II Encouragement and Support Article 8 Local people's governments at or above the county level and their relevant departments shall support the popularization and application of bulk cement, ready-mixed concrete and ready-mixed mortar, promote the construction of modern logistics system, and give support to investment projects of bulk cement, ready-mixed concrete and ready-mixed mortar in terms of project establishment, land use and credit. Article 9 Local people's governments at all levels shall guide and popularize the application of bulk cement in rural areas, support the construction of rural bulk cement transfer distribution outlets, and encourage the use of ready-mixed concrete and ready-mixed mortar in rural areas. Tenth provincial administrative department of bulk cement shall, according to the national industrial policy and the actual situation of this province, timely adjust and publish the catalogue of production technologies, processes, equipment and products related to the development of bulk cement. Article 11 bulk cement management institutions shall strengthen the guidance and service for the production and use of bulk cement, ready-mixed concrete and ready-mixed mortar, organize the popularization and application of new technologies, new products and new processes of bulk cement, ready-mixed concrete and ready-mixed mortar, and regularly publish information on the development of ready-mixed concrete and ready-mixed mortar industry. Article 12 The provincial administrative department of housing and urban and rural construction shall, in accordance with the relevant provisions of the state, organize the compilation of design standards, construction technical regulations, budget quota standards and standard atlas for the use of bulk cement, ready-mixed concrete and ready-mixed mortar.
Where there are special requirements for the design standards, construction technical regulations, budget quota standards and standard atlas of the use of bulk cement, ready-mixed concrete and ready-mixed mortar, the relevant departments shall organize the preparation. Unless otherwise stipulated by the state, such provisions shall prevail. Thirteenth encourage scientific research institutions, institutions of higher learning, enterprises and individuals to research and develop new technologies, new products and new processes for bulk cement, ready-mixed concrete and ready-mixed mortar.
The research and development of new technologies, new products and new processes for bulk cement, ready-mixed concrete and ready-mixed mortar, as well as the construction and technical transformation of production projects, can enjoy special fund subsidies for bulk cement in accordance with the relevant provisions of the state and the province. Article 14 Enterprises that produce cement, ready-mixed concrete and ready-mixed mortar can enjoy relevant tax incentives if they meet the provisions of the relevant national preferential tax policies on comprehensive utilization of resources, environmental protection, energy conservation and water saving. Fifteenth cement, ready-mixed concrete and ready-mixed mortar production enterprises to research and develop new technologies, new products and new processes, the actual research and development costs, in accordance with state regulations, can be deducted when calculating the taxable income. Article 16 Enterprises producing cement, ready-mixed concrete and ready-mixed mortar may purchase special equipment that conforms to the national catalogue of environmental protection, energy saving and water saving, and safe production, and may implement tax credits according to the proportion stipulated by the state. Seventeenth construction projects using bulk cement, ready mixed concrete and ready mixed mortar, in accordance with the relevant provisions of the state and province to enjoy the policy of returning special funds for bulk cement. Article 18 Where it is really necessary for special vehicles for bulk cement, ready-mixed concrete and ready-mixed mortar to pass or park on sections that are restricted or prohibited from passing, the traffic administrative department of the public security organ shall handle the pass documents in accordance with the relevant provisions to facilitate the passage.
Public security and transportation departments shall promptly deal with the illegal acts of transporting special vehicles for ready-mixed concrete and ready-mixed mortar according to law.
