Article 2 Protecting and rationally utilizing land resources and preventing the waste and destruction of land are important responsibilities of people's governments at all levels and are the obligations of citizens of the city.

Article 3 All land within the administrative area of ??this city is owned by the whole people and collectively by the working people.

No unit or individual may appropriate, buy, sell, or otherwise illegally transfer land.

Article 4 These Measures apply to the management of all land within the administrative region of this city.

All units and individuals that use and develop land must abide by these Measures.

Chapter Title Chapter 2 Ownership and Use Rights of Land Article 5 The following land is owned by the whole people, that is, the state: (1) Land in urban areas; (2) The state requisitions and allocates it to agencies, military units, schools, social groups and enterprises in accordance with the law.

Land used by public institutions; (3) Residential land for urban residents, urban residents and workers in industrial and mining areas; (4) State-owned land designated by the people's government at or above the banner and county level for use by units owned by the whole people, collectively owned units and individuals in accordance with the law; (5)

) Barren hills, wasteland, woodlands, mountains, grasslands, water surfaces, tidal flats and other unused land owned by the state as stipulated by law.

Article 6 The following lands are collectively owned by the working people: (1) Land in rural areas and urban suburbs, except land owned by the state as stipulated by law; (2) Homesteads, private land, private hills and vacant land of rural and urban suburban residents;

(3) Land contracted by village committees and agricultural collective economic organizations for collective or individual management; (4) Township (town) enterprises and institutions, public facilities, and public welfare undertakings run by townships (towns) in rural areas and urban suburbs use townships (towns)

village land.

Article 7 Collective land ownership units must apply for registration to the land management department of the people's government at or above the banner and county level, obtain a certificate, and confirm ownership.

Units and individuals that use collectively owned land in accordance with the law must apply for registration with the land management department of the people's government at or above the banner and county level, obtain a certificate, and confirm their right to use.

Units and individuals that use state-owned land in accordance with the law must apply for registration with the land management department of the people's government at or above the banner and county level, obtain a certificate, and confirm the right to use it.

State-owned land that has not been allocated for use shall be registered, protected and managed by the land management department of the people's government at or above the banner and county level.

Article 8 If the land ownership or use rights are changed in accordance with the law, or the land use rights are transferred due to the legal sale or transfer of buildings and attachments on the ground, an application must be made to the land management department of the people's government at or above the banner and county level to go through the approval procedures and ownership rights.

Change registration, replace certificate.

The competent departments of land-use units shall not change, investigate or divide the land used by subordinate units without authorization.

Article 9 Disputes over land ownership and use rights shall be resolved through negotiation between the parties. If the negotiation fails, it shall be handled in accordance with the provisions of Article 13 of the Land Management Law of the People's Republic of China.

Before the dispute over land ownership and use rights is resolved, neither party shall change the status quo of the land or destroy attachments on the land.

Chapter Name Chapter 3 Land Utilization and Protection Article 10 People's governments at all levels shall prepare overall land use plans based on the principles of rational utilization of land and effective protection of cultivated land. After submitting to the people's government at the next higher level for approval, the land management department shall be responsible for implementation.

Article 11 People's governments at all levels must take measures to protect cultivated land and strictly control the occupation of high-yielding and stable-yielding farmland and vegetable fields by construction projects.

Article 12 The construction of urban areas, townships (towns) and villages must use land sparingly.

Those who can use less land are not allowed to use more land; those who can use wasteland are not allowed to occupy cultivated land; those who can use bad land are not allowed to occupy good land.
