1. Procurement subjects: The procurement subjects in government procurement activities include state organs, institutions and organizations at all levels. State organs refer to organs at all levels that enjoy the administrative power entrusted by the state according to law, have independent legal person status, and use the state budget as the funds for independent activities.
2. procurement funds: if the purchaser uses financial funds in whole or in part for procurement, it belongs to the management scope of government procurement. Financial funds include budgetary funds, extra-budgetary funds and government funds. Loans repaid with fiscal funds shall be regarded as fiscal funds.
3. Contents and limits of procurement: The contents of government procurement should be the goods, projects and services within the legally formulated Catalogue of Centralized Procurement, or the goods, projects and services that are not listed in the Catalogue of Centralized Procurement, but the purchase amount exceeds the prescribed limit standard.
Procedures for government procurement:
(1) Preparing and approving the government procurement budget:
When preparing the departmental budget for the next fiscal year, the department responsible for preparing the departmental budget shall list the government procurement projects and capital budgets for this fiscal year and report them to the financial department at the same level for summary. The examination and approval of departmental budgets shall be conducted according to the budget management authority and procedures.
(II) Selection of procurement methods and applicable procedures:
If the goods or services are purchased by invitation to bid, the purchaser shall randomly select more than three suppliers from the suppliers who meet the corresponding qualifications, and send them an invitation to bid.
