Enterprises whose household registration is not in cities and towns have all participated in unemployment insurance, and they shall be paid according to the number of employees who have established labor contract relations with them; Those who do not fully participate in unemployment insurance shall be paid according to the number of employees who have established labor contract relations with them and whose household registration is in cities and towns.
Urban individual industrial and commercial households and freelancers who voluntarily participate in unemployment insurance shall pay unemployment insurance premiums at a rate of not less than 2% of the average monthly salary of all local employees in the previous year.
The unemployment insurance premium for laid-off workers who enter the re-employment service center shall be paid monthly by the re-employment service center according to the standard of 2% of the average monthly salary of all employees in the previous year, and laid-off workers themselves shall not pay.
The farmer contract workers recruited by the payment unit do not pay unemployment insurance premiums.
Article 9 Unemployment insurance premiums paid by payment units shall be collected in accordance with the following provisions:
(a) enterprises charged in the cost;
(2) Social organizations, institutions and private non-enterprise units. , according to the source of funds, respectively, from the administrative funds or their own funds.

Article 14 Unemployment insurance money shall be used for the following expenses:

(6) Other expenditure items as stipulated by laws and administrative regulations.
Article 15 The subsidies for vocational training and job introduction of unemployed persons shall be put forward by the social insurance agencies in the overall planning area according to the relevant numbers and standards, and shall be truthfully charged from the fund after being audited by the administrative department of labor security and the financial department at the same level.
Sixteenth unemployment insurance funds into the financial accounts of social security funds, the implementation of two lines of revenue and expenditure management, special storage, earmarking. No department or unit may occupy, misappropriate or balance the financial budget.

Article 20 Persons who have been reeducated through labor or who have been sentenced during their prison term, who are released from reeducation through labor or released from prison, may go through the formalities of unemployment registration and unemployment insurance application in accordance with the provisions of these Measures within 60 days from the date of returning to their original domicile.
Twenty-first unemployed people who meet the following conditions can receive unemployment insurance:

Unemployed persons enjoy other unemployment insurance benefits during the period of receiving unemployment insurance benefits.

If the unemployed have participated in the basic medical insurance before unemployment, the connection between the medical treatment during the period of receiving unemployment insurance money and the basic medical insurance system shall be stipulated separately.
Article 28 If an unemployed person dies while receiving unemployment insurance benefits, his family members may apply to the social insurance agency for funeral subsidies and a one-time pension for his dependent spouse and immediate family members. The standards of funeral grants and one-time pensions are determined with reference to the standards enjoyed by local workers.
Death due to illegal acts, shall not apply for funeral subsidies and one-time pension.
Article 29 During the period of receiving unemployment insurance benefits, unemployed persons shall receive vocational training and training referral services provided by employment agencies. Those who have passed vocational training and accepted vocational introduction will be given vocational training subsidies and vocational introduction subsidies after their valid certificates are examined by social insurance agencies. Article 31 If the farmer contract workers recruited by the payment unit that pays unemployment insurance premiums according to the regulations have worked continuously for 1 year and failed to renew or terminate the labor contract in advance, they shall be paid living allowance according to the time limit for receiving unemployment insurance benefits stipulated in Article 24 of these Measures. The monthly living allowance standard is 50% of the local unemployment insurance standard.
The living allowance for farmers' contract workers shall be paid to me in one lump sum by the social insurance agency.

(four) to issue certificates for the unemployed to receive unemployment insurance benefits and other subsidies at designated banks;
(five) to provide free consulting services for the unemployed;
(six) other duties stipulated by the state and the province.
Article 36 Local tax authorities shall perform the following duties in unemployment insurance:
(1) Collecting unemployment insurance premiums according to law;
(two) to check the payment of unemployment insurance premiums by the payment units and individuals according to law;
(three) in accordance with the provisions of the social insurance agencies to feedback the relevant payment, and do a good job of the corresponding convergence.
Article 37 The financial department shall perform the following duties in unemployment insurance:
(a) to manage and supervise the income and expenditure of the unemployment insurance fund according to law;
(two) to review the budget and final accounts of the unemployment insurance fund;
(three) responsible for the management of the financial accounts of the unemployment insurance fund;
(four) to be responsible for the subsidies when the unemployment insurance fund or the adjustment fund is insufficient.
Article 38 The auditing department shall audit the income and expenditure of the unemployment insurance fund according to law and perform the duties of auditing and supervision.

Article 40 If the staff of social insurance agencies, in violation of regulations, wrongly distribute or receive unemployment insurance benefits, Medicaid or enjoy other unemployment insurance benefits certificates, and cause losses to the unemployment insurance fund by taking the initiative, the administrative department of labor security shall order them to recover; If the circumstances are serious, the responsible personnel shall be given administrative sanctions in accordance with the relevant provisions.
Article 41 If the staff of the administrative department of labor and social security, the financial department, local tax authorities and social insurance agencies abuse their powers, engage in malpractices for selfish ends or neglect their duties, resulting in the loss of unemployment insurance funds or affecting the normal distribution of unemployment insurance benefits, the relevant administrative departments at or above the county level shall give administrative sanctions to the responsible personnel; If a crime is constituted, criminal responsibility shall be investigated according to law.
