Labor and social insurance management information system can be divided into four parts: macro-decision system, business management system, grass-roots unit management platform and Ministry management system, as shown in figure 1.
The overall structure of labor and social insurance management information system is shown in Figure 2.
1. Macro decision system
Macro decision-making system is the core part of labor and social insurance management information system. Its main function is to collect and sort out statistical information through various channels, provide basis and support for policy decision-making and monitor the implementation of policies through summary, exchange and analysis.

There are four main data sources for the macro decision-making system:
The first is the information collected by the traditional statistical reporting system.
The second is the information collected by sampling survey and typical survey.
The third is the information released by the national statistical department, the national information department, other government departments and social organizations.
Fourthly, statistical information is obtained by "scanning" the distributed resource database of each business management system. This method can support high-frequency, high-flexibility information collection, reliable information quality and large amount of information. With the construction of various business management systems, this method will become a new important channel for information collection in macro decision-making systems. However, this method can not completely replace the conventional statistical statements and sampling adjustment.

2. Business management system

Its index system should be scientific and complete to meet the management needs of all units, macro-decision-making systems and business management departments.

4. Department office system
The office system of this department includes office management system, inquiry system and operating system (see Figure 3). These systems are relatively independent in information content, and the software development of each system is relatively independent. The development and operation of the system is based on the unified network of provincial offices, giving full play to the efficiency of the system and realizing it to the letter.

The direct service object of the macro decision-making system is the decision-maker. The system processes the information obtained from the resource databases of various business management systems, and provides policy monitoring information and decision-making suggestions through economic models and other analytical means. The horizontal connection between business management systems is relatively close, which provides data support for macro decision-making system and is the pillar of macro decision-making system.
Grass-roots unit management platform is the basis of macro-decision system and micro-data collection of business management system.
Labor and social insurance work are interrelated, which requires that the information systems established between macro-decision system, business management system and grass-roots unit management platform, business management system and labor and social insurance departments at all levels of Ministry-province-city should keep smooth and good information dredging, so a unified information classification and coding system must be established. 2. Relationship with external systems

Third, the status quo and main problems of system construction
(A) the status quo of construction
Combined with the task of the Ministry of Labor, the Information Center of the former Ministry of Labor formulated the overall design scheme of the labor management information system, which was approved by the party group of the Ministry and implemented from 1989. After nearly ten years of hard work, great progress has been made.
1. Team building and system building
At present, the labor departments of 15 provinces and cities have set up information centers one after another, and the other provinces, autonomous regions and municipalities have defined the comprehensive information management institutions and initially established information technology teams. At the same time, various management systems and development norms have been formulated.
2. Development and construction of the system
(1) The macro-decision system completes the automatic processing of statistical information collection, and supports information collection methods such as regular statistical reports and sampling surveys.
(2) In terms of business management system, the employment service and unemployment insurance system has a unified version of the employment introduction system software for different platforms, which has been applied in various places, and the development planning outline of the employment service and unemployment insurance management system is being further formulated.
The old-age insurance management model has become mature, and the progress of information system construction varies across the country, and there is no unified version of the software.
Medical insurance, maternity insurance, industrial injury insurance, wage income, labor relations and vocational skills development management system, due to immature business management model or unclear demand analysis, there is no specific planning.
(3) The main software of the management platform of grass-roots units, "Labor and Personnel Management System", has now entered the promotion stage.
(4) The office management software in the Ministry office system has been running on the Ministry LAN. Some software needs to be modified according to the new workflow.
(5) The local area network of the Ministry has realized the support for the division level, planned the internal network of the labor and social security system, and built the central station of the internal network of the Ministry, which has the ability and conditions to connect with the Internet of China and the Internet. The Ministry-provincial computer remote wind and e-mail system and the Ministry-Institute of Labor Science and Technology microwave communication network have been opened.
Some qualified provinces and cities have also established long-distance communication networks or local area networks of provincial (city)-municipal (district/county) labor and social security departments.
(II) Main Problems In the process of system construction, there are still some problems and difficulties that need to be solved and overcome, mainly as follows:
1. The management system of information institutions and information systems does not meet the requirements of system construction;
2. The macro-decision demand is not clear, the business process is not standardized and the stability is poor;
3. The standards and specifications are not unified, which affects the interconnection between systems;
4. Application software development and infrastructure construction lag behind;
5. Repeated construction leads to waste of resources;
6. Lack of manpower, financial resources and material resources for system construction and application;
7. Inconsistent ideological understanding and lack of due understanding and support for information system construction.
Fourth, the key work arrangements
According to the "32 1" work goal of labor and social security and the overall goal of information system construction, we will focus on the following work in the next four years.
The first phase project (1998.10—2000.12): it focuses on the formulation of system planning standards, the development of business system software, the construction of macro-decision database and the construction of network.
1. Formulate the standards of the core part of the information system, including the basic requirements of software and hardware, data exchange standards, main information classification and coding standards. Conduct IC card research and unified planning.
2 to promote the "labor and social insurance statistics management information system". Build ministerial and provincial macro-decision databases to improve the level of analysis, prediction and decision-making.
3. Complete the unified software development of employment service and unemployment insurance management information system. Construction of local area network and resource pool in central cities.

On the basis of summarizing the experiences and lessons of system construction in various places, the planning outline of endowment insurance management information system construction is put forward. Unify the classification system, standards and specifications of basic data acquisition indicators, and complete the unified version of software development.
5. Standardize the business process of medical insurance, do a good job in demand analysis, establish a unified information classification and coding standard and information exchange standard, and develop a unified main mode software.
6. Complete the new version of grass-roots unit management platform software which integrates the functions of personnel, wages, social insurance, labor relations management, finance and production management, and promote it throughout the country.
7. According to the new business process, modify the office management software and strengthen the training of the software that has been put into use, so that the office automation level of our department will reach a new level at the end of 1999.
8. Improve the local area network of ministries and agencies, establish a network management system and a network security system, and strengthen the organization of online information resources. Accelerate the construction of local area network in provincial network center and build provincial intranet 1999.
Phase II Project (2001.01-June 2002): Focus on building resource database, realize information collection through scanning, and build national information network.
1. Continue to pilot and popularize the endowment insurance management information system.
2. Build a national information network for employment services, unemployment insurance and endowment insurance.
3. Build a database of endowment insurance resources in central cities and collect information through scanning.

In order to achieve the goal of system construction, we should conscientiously do the following basic work.
1. Strengthen the publicity of system construction and system application, so that leaders and managers at all levels have a correct understanding of the urgency, importance and basic contents of system construction.
2. Straighten out the information system management system, set up a leading group for informatization of the Ministry, and be responsible for the organization and coordination of major issues in the construction of labor and social insurance management information system. 4. Strengthen the training of technicians and business personnel, improve the overall quality of the information system team, and improve the operation ability of application systems of business departments at all levels.
5. Expand foreign exchanges and cooperation, understand and master the development trends of information technology, learn advanced technology, absorb advanced experience, and maintain the advanced and dynamic nature of system construction.
6. Establish and improve the investment system and extensively open up investment channels. The construction and operation of macro-decision-making system must be supported by financial allocation. The construction of each business management system is supported by financial allocation, and various inputs can also be obtained on the principle of combining whoever invests with financial subsidies. Attachment 1 Main Contents and Functions of Business Management System
According to the content of labor and social insurance business, the business management system can be divided into the following seven professional systems:
1. Employment service and unemployment insurance management system
Employment service and unemployment insurance management system mainly rely on labor market information network. The labor market information network is managed by the Ministry, the province and the city at three levels, including employment services of supply and demand in the labor market, labor employment management and the collection and distribution of unemployment insurance funds. , providing labor supply and demand information, labor market information analysis and prediction, unemployment situation analysis and prediction, unemployment insurance, etc.

3. Medical insurance and maternity insurance management system for female employees
Medical insurance for female employees and maternity insurance are both important components of social insurance. The main contents of management include fund collection, personal medical account management, basic information management of employees, hospital and drug management, medical treatment and hospitalization management of employees, management of female employees of childbearing age, and management of maternity files of female employees. Fund collection can enter the system together with other social insurance funds with the help of the management platform of grass-roots units.

Different from other insurances, medical insurance and maternity insurance for female employees also depend on the construction of hospital system. 4. Industrial injury insurance management system
The industrial injury insurance management system mainly includes the collection and distribution of insurance funds, casualty accident management, employee disability assessment, disability pension, survivor pension and occupational disease treatment. The basic information is mainly extracted from the management platform of grass-roots units, and the industrial injury resource database is a record of casualty accidents, employee disability and occupational diseases. The analysis of resource database can get corresponding statistical data, which is the basis of formulation.

Appendix 2 Three Models of Resource Bank Construction
Resource library includes two important information resources. First, the micro information base generated by the information registered at the front desk of labor and social insurance business contains all relevant business contents. There are three modes for the construction of resource pool.
The ideal mode is that multiple business management systems * * * share a resource pool and manage information in sections (see Figure 2). On the one hand, it reduces the redundancy of information and ensures the consistency of information. On the other hand, it is convenient to connect with the national population system or the labor resource database that we will eventually build, and it also better supports the macro-decision-making system. However, there are business management systems all over the country at present.
After different degrees of construction, some systems have been put into use, and the planning and design of each system are not unified, and the standards and specifications are not unified, so it is difficult to unify them in the foreseeable future. Therefore, this model is only applicable to areas where new systems are built, and there must be a good internal and external environment.

The second mode is that each business management system operates independently, and at the same time, a resource redundancy database is established to support the macro-decision system and provide support for information exchange between business management systems, and then the first mode is transitioned when conditions are ripe (see Figure 3). The second mode protects the existing investment and solves the connection problem between the future and the population system. However, the information is highly redundant, which increases the traffic volume.
