Ministry-level state-owned enterprises, directly under the State Council, are large multinational enterprise groups integrating finance, industry and service industries. They own two banks, five securities companies, one trust company, two fund companies and fourteen asset management companies, and have 175 wholly-owned subsidiaries at home and abroad, and there are countless shareholding and holding companies, which are known as the "money bag" of the country.

Founded in 2000, CITIC Prudential Life Insurance took the lead in launching the first "universal" insurance policy in China in 2004. In 2007, CITIC Prudential Life Insurance took the lead in introducing the advance payment of minor illness insurance in critical illness insurance and exclusive "accommodation claims", with only three exemption clauses in the whole industry.
